Notre mission

The Office of Counter-Terrorism provides UN Member States with the necessary policy support and spread in-depth knowledge of the United Nations Global Counter-Terrorism Strategy, and wherever necessary, expedite delivery of technical assistance across 4 pillars.

Le Bureau de lutte contre le terrorisme apporte aux États Membres l’appui nécessaire et diffuse une connaissance approfondie de la Stratégie antiterroriste mondiale des Nations Unies. Chaque fois que nécessaire, il facilite la fourniture d’une assistance technique dans les quatre piliers de la Stratégie.

Direction stratégique

Le Secrétaire général adjoint imprime une direction stratégique aux efforts déployés par l’Organisation dans le domaine de la lutte contre le terrorisme, participe aux prises de décision de l’ONU et veille à ce que les causes et les effets transversaux du terrorisme soient pris en compte dans les activités des Nations Unies.

UN Global CT Coordination Compact

Coordination et cohérence

Pour renforcer la coordination et la cohérence, le Pacte mondial de coordination contre le terrorisme, qui est un cadre de coordination regroupant 38 entités des Nations Unies, l’Organisation internationale de police criminelle (INTERPOL) et l’Organisation mondiale des douanes, a été lancé par le Secrétaire général de l’ONU en décembre 2018. Il exerce ses activités par l’intermédiaire son Comité de coordination et huit groupes de travail thématiques inter-agences, revitalisés en avril 2019, dans une démarche intégrée qui mobilise tout le système des Nations Unies pour lutter contre le terrorisme et prévenir et combattre l’extrémisme violent pouvant conduire au terrorisme.

Renforcement des capacités

Le Bureau fournit aux États Membres l’essentiel de son assistance technique et de son appui au renforcement des capacités par le biais du Centre des Nations Unies pour la lutte contre le terrorisme et du Service des projets spéciaux et de l’innovation. Cette assistance et cet appui sont apportés aux niveaux mondial, régional et national dans le cadre des quatre piliers de la Stratégie antiterroriste mondiale des Nations Unies.

Le Centre des Nations Unies pour la lutte contre le terrorisme a exécuté 80 projets depuis avril 2012. Il exécute actuellement 40 programmes et projets de renforcement des capacités au profit de 71 États Membres. De janvier à novembre 2019, le Bureau et le Centre ont formé plus de 2 100 personnes dans 64 ateliers et organisé 15 réunions d’experts et 10 missions techniques ou missions de cadrage. Les travaux de renforcement des capacités se concentrent sur les pays et régions les plus exposés à la menace du terrorisme, en particulier en Afrique, au Moyen-Orient, en Asie centrale et en Asie du Sud.

    UNOCT recognizes the growing contribution of sport and its culture to realize the goals of the United Nations. The goal of our sports programme is to promote sports and its values as an important tool to prevent radicalization and violent extremism conducive to terrorism.

    Terrorist travel

    There is now a better chance to disrupt terrorist travel. Our Programme strengthens Member States’ ability to detect, track and counter the journeys of terrorists. It represents a critical enhancement of counter-terrorism coordination and coherence across the UN system.

    Sécurité des frontières

    L’amélioration de la sensibilisation et de la compréhension des bonnes pratiques établies permet d’endiguer le flux transfrontalier de combattants terroristes étrangers. Notre programme aide les pays à intégrer ces pratiques dans leurs stratégies et plans d’action nationaux de lutte contre le terrorisme et renforce les compétences des agents aux frontières.

    Cybersécurité

    Les cybercapacités, l’intelligence artificielle et les drones continuent de se généraliser. Notre programme « Cybersécurité et nouvelles technologies » vise à renforcer les capacités des États Membres à prévenir et à atténuer l’utilisation abusive de ces progrès technologiques.

    Terrorisme faisant appel aux armes de destruction massive et aux armes chimiques, biologiques, radiologiques ou nucléaires

    En de mauvaises mains, les armes de destruction massive et les armes chimiques, biologiques, radiologiques ou nucléaires constituent une menace mondiale. Par l’intermédiaire de notre programme, nous entendons faire progresser la compréhension du niveau de menace par les États Membres et améliorer leurs mécanismes de prévention et d’intervention.

    Coopération Sud-Sud

    Le terrorisme ayant gravement touché les pays du Sud, notre projet vise à renforcer l’échange de connaissances spécialisées entre ces derniers. Nous prévoyons d’aider les pays à établir de nouveaux partenariats leur permettant de relever les défis qu’ils rencontrent en matière de lutte contre le terrorisme et de prévention de l’extrémisme violent.

    Civil Society

    Civil society makes unique and invaluable contributions to countering terrorism and preventing violent extremism. Through its its Civil Society Engagement Strategy, UNOCT seeks to strengthen and more systematically engage civil society organizations at the global, regional, national and local levels with a focus on human rights, gender, and youth.

    Sports and Security

    AROS Programme

    The AROS Programme provides assistance to Member States in preventing and countering the terrorist uses of autonomous (UAS) and remotely operated systems including drones. The programme also helps national security officials integrate these systems into their national counter-terrorism efforts.

    Border Security

    Enhancing awareness and understanding of established ‘good practices’ stems the flow of foreign terrorist fighters across borders. Our Programme assists countries integrating such practices within their national strategies and action plans to counter terrorism and enhances the skills of border officers.

    Human Rights

    As Member States take measures to combat terrorism and prevent and counter violent extremism, our Programme provides them with targeted support and assistance to ensure that all their efforts comply with international human rights law, international refugee law and international humanitarian law.

    Countering Terrorist Financing

    Terrorist financing continues to evolve as the terrorist threat intensifies. With this UNCCT programme, that focuses on financial intelligence sharing, we aim to assist Member States in effectively freezing suspicious assets through prioritization of counter-terrorist financing practices.

    Cybersecurity

    Cyber-capacities, artificial intelligence and unmanned aerial vehicles continue to become more widely available. Our Cybersecurity and New Technologies Programme aims to enhance capacities of Member States to prevent and mitigating the misuse of such technological developments.

    Prison Management

    Further radicalizing incarcerated violent extremists poses a challenge for prison management. By improving safety, screening, disengagement processes and reintegration programs this project aims to stabilize prison environments and reduce chances of prisons becoming breeding grounds.

    National PVE Action Plans

    National action plans to prevent violent extremism are practical frameworks that address the drivers of violent extremism. The project aims to make prevention work by supporting Member States in the design, development and adoption of such "all-of-Government", "All-of-Society" action plans.

    WMD/CBRN Terrorism

    In the wrong hands, weapons of mass destruction and chemical, biological, radiological and nuclear materials are a global threat. With our Programme, we aim to advance Member States’ threat level understanding and enhance their prevention and response mechanisms.

    South-South Cooperation

    As terrorism has severely affected countries in the Global South, our project aims to strengthen their exchange of expertise. We plan to assist countries in building new partnerships enabling them to respond to their challenges in countering terrorism and preventing violent extremism.

    Youth Engagement

    Our goal is to ensure participation of young women and men in developing and delivering programmes and policies that aim to prevent and counter violent extremism. Our programme is aimed at strengthening youth resilience and supports the positive role of young people in their prevention efforts.

    STRIVE Asia

    The STRIVE Asia project mitigates the growing magnitude of the violent extremism threat posed by hate group Central, South and South East Asia. The UN and EU join forces to strengthen local authorities, legislative bodies and the private sector to prevent and counter violent extremism.
