Recall the mandate of the United Nations High Commissioner for Human Rights, as outlined in resolution 48/141 of 20 December 1993, and request the Secretary-General to assess the need for adequate, predictable, increased and sustainable financing of the United Nations human rights mechanisms, including the Office of the United Nations High Commissioner for Human Rights, for efficient and effective mandate delivery to enable them to respond to the range of human rights challenges facing the international community with impartiality, objectivity and non-selectivity.

The proposed programme budget for 2027 and beyond will reflect the incremental approach towards fully implementing action 46 a) and ensuring that all mandated human rights activities are covered in their entirety by the regular UN budget.
Why is this action important?
In the Pact, Member States reaffirmed their commitment to ensuring the effective enjoyment by all of all human rights and responding to existing, new and emerging challenges to the enjoyment of human rights. This action is a critical step towards ensuring adequate, predictable, increased and sustainable financing of the United Nations human rights mechanisms and the Office of the High Commissioner for Human Rights, for efficient and effective mandate delivery to enable them to respond to the range of human rights challenges facing the international community with impartiality, objectivity and non-selectivity.
What happens next?
All future programme budgets will be prepared with the goal of placing the human rights mechanisms – and the Office of the High Commissioner for Human Rights – on a pathway towards adequate, predictable, increased and sustainable financing.
In parallel, UN Women – in collaboration with OHCHR – will continue efforts to integrate a gender perspective into the work of the Human Rights Council and its mechanisms, including the CEDAW, the Universal Periodic Review and the Special Procedures.
