We acknowledge the Office of the United Nations High Commissioner for Human Rights’ ongoing efforts to provide, through an advisory service on human rights in the digital space, upon request and within existing mandate and with voluntary resources, expert advice and practical guidance on human rights and technology issues.
UN entity lead: Office of the United Nations High Commissioner for Human Rights
Milestone 1 | Deadline 31 December 2025
The Office of the United Nations High Commissioner for Human Rights hosts a side event, in collaboration with the Freedom Online Coalition and the United Kingdom, on how the Advisory Service can support implementation of the Global Digital Compact.
Milestone 2 |
The Office of the United Nations High Commissioner for Human Rights will scale up the Advisory Service – subject to available resources – by developing fundraising materials and expanding pilot advisory services on a narrow range of tech and human rights topics upon request in 2025, with the aim of broader expansion in 2026.
Why is this action important?
The GDC declared that digital cooperation is anchored in human rights, therefore it needs to be integrated into how technologies are developed, deployed and governed. As technologies evolve, so do risks of discrimination, surveillance, and exclusion. This action supports the Office of the High Commissioner for Human Rights in offering expert, on-demand guidance to governments and stakeholders, helping ensure that digital policies and technologies uphold human rights and safety for all.
What happens next?
OHCHR will further engage with Member States and stakeholders to scale up the Advisory Service, including fundraising and expansion of support to Member States and stakeholders upon request.
