High-Level event on Secretary-General’s report on “Terrorist attacks on the basis of xenophobia, racism and other forms of intolerance, or in the name of religion or belief”

UNOCT will hold a virtual event to introduce the Secretary-General’s report on “Terrorist attacks on the basis of xenophobia, racism and other forms of intolerance, or in the name of religion or belief” on 30 November 2022 from 09:30-12:30 EST (New York time). 

The event will comprise two sessions:

  1. an initial introduction of the report and high-level discussion by key stakeholders;
  2. a session on programmatic implications, challenges, and potential responses to the threat together with practitioners, and expert researchers.

This event will be live streamed on UN Web TV in line with UNOCT’s commitment to a whole-of-society approach, allowing broad access to a range of interested stakeholders.

Background

Terrorism based on xenophobia, racism, and other forms of intolerance, or in the name of religion or belief is a fast-evolving and growing threat with increasing transnational linkages and ramifications.

During the General Assembly’s 7th biennial review of the Global Counter-Terrorism Strategy in June 2021, Member States agreed on the importance of addressing this emerging threat, including through investigation, information exchange and cooperation. Pursuant to General Assembly resolution 75/291, the report of the Secretary-General on terrorist attacks on the basis of xenophobia, racism, and other forms of intolerance, or in the name of religion or belief was released in August 2022. 

Terrorist actors have maximized the use of the online space to build networks, increase their reach and influence, mobilize supporters and fundraise transnationally, as well as spread conspiracy theories against ethnic, religious, gender, and minority groups. Even though lockdowns and travel restrictions during the COVID-19 pandemic have led to a lower number of terrorist attacks, these conditions have accelerated extremist narratives, with opportunities to forge an unprecedented number of online connections between like-minded individuals and groups across the globe. While the global terrorist threat posed by Al-Qaida, Da’esh and its affiliates remain significant, terrorist attacks based on xenophobia, racism, and other forms of intolerance, or in the name of religion or belief have become more lethal and are an emerging global threat.
