Your Guide to the 2025 Annual Enrollment Campaign

Introduction

As in previous years, the United Nations Health and Life Insurance Section (HLIS) is coordinating the Annual Enrollment Campaign for all health insurance plans administered by UN Headquarters. The campaign will run from 1 to 30 June 2025. Changes go into effect on 1 July 2025.

This campaign is the annual opportunity for eligible staff members to:

  • Enroll in a UNHQ-administered health insurance plan

  • Make changes to your current coverage

  • Add or remove eligible dependents

  • Terminate coverage if needed

This applies to the following plans: Aetna PPO, Anthem PPO, Cigna DPO, and the UN Worldwide Plan. Staff enrolled in HIP Staff covered under the UN Medical Insurance Plan (MIP) may also make changes to dependants during this period.

No action is required if you wish to maintain your current health insurance coverage as it stands after 30 June 2025.

To support you through the enrollment process, HLIS has organized 5 virtual information sessions (3 for staff and 2 for ASHI participants) to explain available plan options and key updates. Please take your time to watch the recording(s) of your interest before end of June, allowing you to make an informed decision regarding your health insurance coverage in the upcoming plan year:

Additionally, we were pleased to welcome many of you at our Annual Enrollment Event on Wednesday, 11 June 2025, from 10:00 AM – 4:00 PM in the Lobby of the UN Secretariat in New York to meet representatives from the third-party administrators, the Health and Life Insurance Committee (HLIC), and the HLIS team.

What Actions Are Required from You?

Before enrolling or making changes, please:

  • Review the benefits, limitations, and premium costs of each plan on the of this site.

  • Reach out to the Third-Party Administrators with any questions you may have regarding the benefits covered under the respective plans:

  • Ensure your mailing address and eligible dependents are correctly listed in Umoja ESS (note: secondary dependents are not eligible).

To make changes in Umoja ESS (for UN Secretariat staff):

  1. Log in to Umoja ESS

  2. Navigate to: Employee Self-Service SM > Benefits & Payments > Confirmation Form

  3. Review your Benefits Confirmation Statement (PDF)

  4. Make changes as needed by 30 June 2025

Deadline: All actions must be completed by 30 June 2025. After this date, no further changes can be made unless you experience a qualifying life or work event. All changes will take effect 1 July 2025.

Away During the Campaign?

If you are away from your duty station for the entire campaign period, you may request an extension. Requests must be submitted within 31 days of your return and include supporting documentation such as:

  • Approved travel authorization

  • Special or annual leave

  • Approved sick leave (no diagnosis required)

Staff in Non-Umoja Agencies (e.g. UNDP, UNICEF, UNFPA, UN Women, UNOPS)

If your agency is not included in Umoja, submit the appropriate application form through your organization to make enrollment changes during the campaign.

My duty station is not in New York. Can I enroll in a US-based plan?

Yes, staff members and retirees who are considering coverage for family members residing in the United States of America or who intend to seek medical care in the United States on a regular basis are reminded that they should consider enrolling in a United States-based plan during the Annual Enrollment Campaign in June.

What changes can staff members make during the annual enrollment campaign?

  • enroll or terminate enrollment in the United Nations Headquarters-administered insurance programme
  • change to another plan
  • add or terminate coverage for eligible dependents

Are additional actions required if staff switch coverage between the Aetna and Anthem plans?

Plan participants who switch coverage between the Aetna and Anthem plans and who have met the annual deductible or any portion thereof under either of those plans during the first six months of the year may, under certain conditions, be credited with such deductible payment(s) under the new plan for the second six months of the year. The deductible credit will not occur automatically and can be implemented only if the plan participant:

  • Formally requests the deductible credit on the special form designed for that purpose
  • Attaches the original explanations of benefits attesting to the level of deductibles met for the calendar year by the plan participant and/or each eligible covered dependent.

To receive the credit, participants must submit the completed form to the Section (not to Aetna or Anthem) via email to hlis@un.org, together with the relevant explanations of benefits, no later than 31st August.

Where can retirees, enrolled in ASHI, find how much premium contributions they will pay in plan year July 2025 through 30 June 2026?

ASHI participants will receive a personal statement before 31 August 2025 by post, showing their ASHI contribution amounts effective 1 July 2025 which is based on their pension benefit available at the time of preparation. In addition, we will upload the 2025 ASHI rate table here later on in June.
