The listings relating to the Permanent Missions and Observer/Liaison Offices are based on information communicated to the Protocol and Liaison Service by said Missions and Offices, and their publication is intended for use by delegations and the Secretariat. They do not include all diplomatic and administrative staff exercising official functions in connection with the United Nations.
The listings reflect only those Member States, Observer States, Intergovernmental Organizations having received a standing invitation to participate as observers in the sessions and the work of the General Assembly, and Specialized Agencies and related organizations that have established Missions and Offices in New York. The complete list of Intergovernmental Organizations having received a standing invitation to participate as observers in the sessions and the work of the General Assembly, including those that do not have offices in New York, can be found in A/INF/80/3. This document is updated annually following the conclusion of the main session of the General Assembly.
The hard copy version of the Blue Book is no longer being printed due to the ongoing financial crisis. Missions can request copies from the United Nations Publications Unit or from the Protocol and Liaison Service. The latest version (dated January 2023) is ST/PLS/SER.A/311.
