UNOCT hosts Expert Briefing on Oil Infrastructure Security and Emergency Response: Kuwait’s Experience
The United Nations Global Programme on Countering Terrorist Threats against Vulnerable Targets led by the United Nations Office of Counter-Terrorism (UNOCT) hosted an online expert briefing, in cooperation with the Permanent Mission of the State of Kuwait to the United Nations and the Kuwait Oil Company, on 20 November 2025.
The event was part of the UNOCT Expert Briefing Series, launched in 2022, which provides members of the United Nations Global Network of Experts on Vulnerable Targets with insights on different key areas related to the protection of critical infrastructure and public places (soft’ targets).
This briefing focused on Kuwait’s operational experience in securing oil infrastructure and managing emergency response in the context of terrorist threats, reflecting UNOCT’s continued efforts to promote good practices and international cooperation in the protection of critical energy infrastructure.
The briefing was opened by Mr. Alexander Zouev, Acting Under-Secretary-General for Counter-Terrorism, and Mr. Faisal GH A. T. M. Alenezi, Deputy Permanent Representative of Kuwait to the United Nations.
Ms. Amnah H. Ibraheem, Director of Emergency Operations and Senior Advisor at the Emergency Management Centre of the Cooperation Council for the Arab States of the Gulf (GCC), moderated the discussions. Mr. Nasser Al-Buhairi, Manager of Health, Safety and Environment at the Kuwait Oil Company, delivered a technical presentation on Kuwait’s security framework, energy monitoring systems, and coordination protocols with national authorities.
Participants highlighted the importance of continuous training, investment in technology, and collaboration between public and private stakeholders to ensure infrastructure resilience.
This event built on the outcomes of the “Regional Expert Conference on Crisis Management and Oil & Gas Infrastructure Protection against Terrorist Threats,” held in Kuwait City in July 2025.
