Letter dated 23 April 2024 from the President of the Security Council addressed to the President of the General Assembly

Pursuant to General Assembly resolution 76/262, I hereby submit a special report on the use of the veto at the 9609th meeting of the Security Council, held on 18 April 2024 in connection with the item entitled “Admission of new members” (see annex).

Special report of the Security Council

The present special report of the Security Council is submitted in response to the invitation made by the General Assembly in paragraph 3 of its resolution 76/262 and in accordance with rule 60 of the provisional rules of procedure of the Council and Article 24 (3) of the Charter of the United Nations.

On 18 April 2024, the Security Council held its 9609th meeting, to take action on the draft resolution contained in document S/2024/312, which had been submitted by Algeria. The meeting was held in connection with the item entitled “Admission of new members”.

The result of the voting on the draft resolution was as follows:

In favour:

Algeria, China, Ecuador, France, Guyana, Japan, Malta, Mozambique, Republic of Korea, Russian Federation, Sierra Leone, Slovenia.

Against:

United States of America.

Abstaining:

Switzerland, United Kingdom of Great Britain and Northern Ireland.

In accordance with Article 27 (3) of the Charter, the draft resolution obtained the required number of votes, but was rejected because a permanent member of the Security Council voted against its adoption.
