I. UN Palestinian Rights Committee Releases its Annual Report
The United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People has released its 2025 Annual Report (A/80/35), detailing its work over the past year to uphold Palestinian rights and promote a just resolution. The report reviews achievements and highlights significant challenges, ranging from restricted humanitarian access to stalled diplomatic initiatives, while offering concrete recommendations to reinvigorate international engagement. The Committee urges renewed political resolve, increased funding for relief and development, and stronger institutional support to advance the inalienable rights of the Palestinian people.
II. Findings of the Commission of Inquiry Regarding Allegations of Genocide in Gaza
“Israel has committed genocide against Palestinians in the Gaza Strip”, the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel said in a new report on 16 September. The Commission urged Israel and all States to fulfil their legal obligations under international law to “end the genocide and punish those responsible for it”. On 17 September, Brazil filed a declaration of intervention in the ICJ case concerning “Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).” Speaking at the Security Council on 23 September, UN Secretary-General António Guterres said: “We are confronting one of the darkest chapters of the Israeli-Palestinian conflict.”

III. Resumption of the High-Level Conference on Two-State Solution, and Recognitions of Palestine by Ten Countries
On 5 September 2025, the General Assembly, acting without a vote, decided to resume the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution during the 80th session of the UN General Assembly. Ahead of the Conference, on 12 September, by 142 votes in favour to 10 against (12 abstained) the General Assembly endorsed the “New York Declaration”.
On 22 September, the Conference concluded with groundbreaking momentum as Heads of State and Government and other senior officials from 10 countries announced their recognition of an independent State of Palestine. Emmanuel Macron, President of France, opened the summit, declaring recognition of the State of Palestine as “a way of affirming that the Palestinian people is not a people too many”. While “some might say it’s too late, others might say it’s too early” for recognition, he stressed “we can no longer wait,” he said. Welcoming the Conference, UN Secretary-General António Guterres said that “without two States, there will be no peace in the Middle East, and radicalism will spread around the world.”

IV. Famine in Gaza
Following the confirmation of famine in Gaza Governorate on 22 August 2025, 45 UN experts issued a joint statement on 5 September emphasizing the famine in Gaza, “deliberately engineered and perpetuated by Israel – and enabled by private and security actors – is an affront to humanity.” In a statement on 7 September, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Tom Fletcher demanded urgent action to halt the spread of famine and suffering in Gaza. On 9 September, the UN Committee on the Rights of the Child stressed that the “malnutrition among children is accelerating at a catastrophic pace.” The Committee echoed the multiple UN agencies’ warning that, without immediate and unhindered humanitarian access, the “manmade famine will spread, and more children will die”.

V. Israeli takeover of Gaza city
As military operations in Gaza city escalate further, UNICEF warned that it is having “devastating consequences for over 450,000 children, already traumatized and exhausted by nearly two years of unrelenting war. They are teetering on the edge of survival as both famine and deadly violence spread.” Philippe Lazzarini, the UNRWA Commissioner-General, posted on his official X account that “no place is safe in Gaza. No one is safe. Airstrikes in Gaza City and the north are intensifying.” In addition, the UN Human Rights Office in the Occupied Palestinian Territory condemned the Israeli military’s “wanton destruction of civilian infrastructure” in Gaza City. Meanwhile, in its 10,000th meeting, the Security Council on 18 September failed to adopt a resolution calling for an immediate ceasefire in Gaza, the release of all hostages and for Israel to immediately and unconditionally lift all restrictions on the entry of humanitarian aid into the enclave, as the United States vetoed the measure despite affirmative votes by the other 14 members of the 15-nation organ.

VI. Gaza & OPT Humanitarian Situation Updates
The United Nations Economic and Social Commission for Western Asia (ESCWA) issued a report on the situation of women and girls in the Occupied Palestinian Territory from 1 July 2022 to 30 June 2024, focusing on their political, social, economic and human rights. The UN Office for the Coordination of Humanitarian Affairs warned on 3 September that further intensification of the continued offensive on Gaza city, amid ongoing famine, will push civilians – already battered and bereaved – into an even deeper catastrophe that world leaders must act decisively to prevent. On 5 September, the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories also issued its annual report. On 8 September, in his remarks at the 60th Session of the UN Human Rights Council, High Commissioner for Human Rights Volker Türk said “Israel’s mass killing of Palestinian civilians in Gaza; its infliction of indescribable suffering and wholesale destruction; its hindering of sufficient lifesaving aid and the ensuing starvation of civilians; its killing of journalists, UN staff and NGO workers; and its commission of war crime upon war crime, are shocking the conscience of the world. I am horrified by the open use of genocidal rhetoric, and the disgraceful dehumanization of Palestinians by senior Israeli officials.”
Furthermore, on 24 September, the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Tom Fletcher, said that the children of Gaza are “trapped in a graveyard,” having been bombed, maimed, starved, burned alive, buried in the rubble of their homes, and separated from their parents. Meanwhile, on 26 September, the UN Human Rights Office issued an update to its database of businesses involved in certain activities in illegal Israeli settlements in the occupied Palestinian territory, listing a total of 158 business enterprises from 11 countries.
