Session 1: The Situation in Camps and Places of Detention and Global Repatriation Trends

This session will provide an overview of the ongoing humanitarian, human rights and security crises in the camps and places of detention in northeast Syria, as well as the latest population data, assessing the scale and scope of the protracted crisis in the context of evolving regional dynamics. It will also offer the opportunity to delve into observed trends in repatriation efforts.

Session 2: Repatriation Successes and Challenges

This session will focus on national experiences in repatriation, including predeparture arrangements, interagency coordination, legal and policy frameworks, including relevant human rights obligations, as well as logistical and operational obstacles. Participants will present good practices and challenges, including in relation to grounding repatriation efforts on legal and policy frameworks, 3 considering specific needs of women, men, girls and boys, and addressing political and public communication environments.

Session 3: From Accountability to Reintegration – Promising Practices in PRR

This session will explore national experiences related to the management of repatriated individuals through the development and implementation of prosecution, rehabilitation and reintegration strategies. Panellists will be invited
to reflect on promising practices and ongoing challenges, from undertaking screening and initial assessments, rehabilitation practices in custodial and noncustodial settings, to ensuring accountability by leveraging different legal
frameworks. The discuss will consider how these strategies, policies and practices are adapted to the varied circumstances and needs of individuals, and implemented in accordance with Member States’ obligations under international law, as well as relevant international standards and Security Council resolutions.
