Middle East

• On 3 September, Addameer issued an appeal for solidarity with Palestinian detainees who are on hunger strike against administrative detention.
• On 29 August, Al-Haq General Director Jabarin met UN High Commissioner for Human Rights Bachelet in Geneva to brief on the situation in the occupied Palestinian territory and to present a joint letter on behalf of more than 100 organisations calling for the release of the United Nations database of businesses engaged in activities related to Israeli settlements, in line with Human Rights Council resolution 31/36.
• On 28 August, Adalah – Legal Centre for Arab Minority Rights in Israel sent a letter to the legal advisor of Israel’s Central Elections Committee and to the CEO of the “Team 3” Security firm. The firm has reportedly been contracted to form a pilot unit to observe ballot counting following a ruling by the Central Elections Committee Chair. In the letter the NGO protests a recruitment ad for election day observers that states “Full military service is required”. Because Arab citizens are exempt from military service by Israeli law, this requirement in effect would exclude them from election observation and is discriminatory.

Europe

• On 4 September, Amnesty International released a report on discriminatory regulations and legislation that affect Palestinians Members of the Israeli Parliament and “hamstring their ability to speak out in defence of the rights of the Palestinian people” according to the NGO. The full report, which includes examples of legislation that is discriminatory to Palestinian Israelis, such as legislation that allows for the expulsion of parliamentarians by majority vote. • On 30 August, Medical Aid for Palestinians announced that it had dispatched a limb reconstruction surgical mission to Gaza, its fourth in 2019. The team conducted medical trainings and surgeries alongside Palestinian doctors and held a training symposium during its five-day visit.
• On 30 August, Medical Aid for Palestinians (MAP) also announced that two doctors, one from Nablus and one from Hebron, had completed an intensive, four month training fellowship on burns treatment and reconstructive surgery in India and Nepal. This program is supported by MAP; the doctors will also instruct their colleagues upon return.

United Nations

• On 4 September, the Committee on the Exercise of the Inalienable Rights of the Palestinian People held its 396^th meeting at UN Headquarters in New York. At the meeting the Committee adopted its 2019 Annual Report to the General Assembly (to be issued as A/74/35) featuring its work in the context of UN resolutions and international law that informed its mandate. The Committee also discussed its recent activities. Attendance was high, and several Ambassadors made interventions in support of Palestine and the work of the Committee. The Ambassador of the State of Palestine provided an update on the situation on the ground. He appealed for political and financial support to UNRWA, for adoption of all resolutions related to the Question of Palestine in the GA, and for continued capacity-building for the State of Palestine.
• On 27 August, in his briefing to the Security Council on the situation in Palestine, Special Coordinator for the Middle East Peace Process Nickolay Mladenov cautioned against the “rising spectre of violence in the West Bank and Gaza and the threat of regional escalation”. He stressed the need for leadership that stood up to extremists and radicals. Mr. Mladenov also spoke of movement and access constraints for Palestinian staff of UN agencies and INGOs in Gaza, asking Israel to address this situation in line with Security Council resolution 1860 (2009).

في 27 آب/أغسطس، التقى جبارين، المدير العام لمؤسسة الحقّ، بمفوضة الأمم المتحدة السامية لحقوق الإنسان باشلي في جنيف لإحاطتها بالحالة في الأرض الفلسطينية المحتلة ولتقديم رسالة مشتركة باسم أكثر من 100 منظمة تدعو إلى نشر محتويات قاعدة بيانات الأمم المتحدة للشركات المنخرطة في أنشطة لها صلة بالمستوطنات الإسرائيلية، تمشا مع قرار مجلس حقوق الإنسان 31/36

في 28 آب/أغسطس، وجّه مركز عدالة – المركز القانوني لحقوق الأقلية العربية في إسرائيل رسالة إلى المستشار القانوني للجنة المركزية للانتخابات في إسرائيل، وإلى الرئيس التنفيذي للشركة الأمنية  “تيم٣ “. فقد تم التعاقد مع هذه الشركة حسب ما يُزعم، لتشكيل وحدة تجريبية لمراقبة عدّ الأصوات، وذلك في أعقاب إصدار مدير اللجنة المركزية للانتخابات أمرا في هذا الصدد. وفي الرسالة، تبدي المنظمة غير الحكومية احتجاجها على تضمّن إعلانٍ لاستقطاب أفراد للعمل مراقبين يوم الانتخابات عبارة ”مطلوب أفراد أدُّوا الخدمة العسكرية كاملة“. وبما أن المواطنين العرب معفيون من الخدمة العسكرية بموجب القانون الإسرائيلي، فإن هذا الشرط تمييزي ويستبعدهم من مراقبة الانتخابات

                 أوروبا

في 4 أيلول/سبتمبر، نشرت منظمة العفو الدولية تقريرا عن الأنظمة والتشريعات التمييزية التي تؤثر في أعضاء البرلمان الإسرائيلي من الفلسطينيين و ”تقيّد قدرتهم على الجهر بآرائهم والدفاع عن حقوق الشعب الفلسطيني“، كما تقول هذه المنظمة غير الحكومية. ويمكن الاطلاع هنا على التقرير الكامل، وهو يتضمن أمثلة على التشريعات التي تميز في حق فلسطينيي إسرائيل، ومنها تشريع يجيز طرد البرلمانيين بأغلبية الأصوات.

في 30 آب/أغسطس، أعلنت منظمة تقديم المساعدة الطبية إلى الفلسطينيين أنها أوفدت بعثة متخصصة في الجراحة الترميمية للأوصال إلى غزة، وهذه رابع بعثة توفدها في عام 2019. وأجرى فريق البعثة تدريبات طبية وعمليات جراحية إلى جانب أطباء فلسطينيين، وعقد ندوة تدريبية أثناء زيارته التي دامت خمسة أيام.

في 30 آب/أغسطس، أعلنت منظمة تقديم المساعدة الطبية إلى الفلسطينيين أن طبيبين، أحدهما من نابلس والآخر من الخليل، أتمّا زمالة تدريبية مكثفة مدتها أربعة أشهر في مجال علاج الحروق والجراحة الترميمية في الهند ونيبال. وهذا برنامج ترعاه هذه المنظمة؛ وسيقوم الطبيبان بتلقين زملائهما عند عودتهما.

                 الأمم المتحدة

A/74/35)  في 4 أيلول/سبتمبر، عقدت اللجنة المعنية بممارسة الشعب الفلسطيني لحقوقه غير القابلة للتصرف اجتماعها 396 في مقر الأمم المتحدة بنيويورك. وفي هذا الاجتماع، اعتمدت اللجنة تقريرها السنوي لعام 2019 المقدم إلى الجمعية العامة الذي سيصدر بوصفه الوثيقة ) ، ويعرض التقرير أعمال اللجنة في سياق قرارات الأمم المتحدة وأحكام القانون الدولي التي تستند إليها ولايتها. وتناولت اللجنة أيضا الأنشطة التي قامت بها مؤخرا. وكان عدد الحضور مرتفعا، وألقى العديد من السفراء مداخلات  أبدوا فيها دعمهم لفلسطين وعمل اللجنة. وقدم سفير دولة فلسطين معلومات مستجدة عن الحالة على الأرض. ودعا إلى دعم الأونروا سياسيا وماليا، واعتماد جميع القرارات المتعلقة بقضية فلسطين في الجمعية العامة، ومواصلة بناء قدرات دولة فلسطين

في 27 آب/أغسطس، حذّر منسق الأمم المتحدة الخاص لعملية السلام في الشرق الأوسط نيكولاي ملادينوف، عند تقديمه إحاطة إلى مجلس الأمن بشأن الحالة في فلسطين، من ”شبحِ العنف المتنامي في الضفة الغربية وغزة وخطرِ حدوث تصعيد في المنطقة“. وشدد على الحاجة إلى قيادات تقف في وجه المتطرفين والمتعصبين. وتكلم السيد ملادينوف أيضا عن القيود على التنقل والدخول التي يعاني منها الموظفون الفلسطينيون في وكالات الأمم المتحدة والمنظمات غير الحكومية الدولية في غزة، وطلب من إسرائيل معالجة هذه الحالة تمشيا مع قرار مجلس الأمن-1860 /2009
