Programme budget implications of draft resolution A/ES-10/L.19

Statement submitted by the Secretary-General in accordance with rule 153 of the rules of procedure of the General Assembly

I. Requests contained in the draft resolution

1. Under the terms of operative paragraphs 3 and 11 of draft resolution
A/ES-10/L.19, the General Assembly would request the Secretary-General:
(a) To establish a fact-finding mission on the attack that took place in Beit Hanoun on 8 November 2006 and to report thereon to the General Assembly within 30 days;
(b) To report to the General Assembly on the implementation of the resolution in a timely manner.

II. Relationship of the proposed requests to the biennial programme plan and priorities for the period 2006-2007

2. The above requests relate to subprogramme 1, Prevention, control and resolution of conflicts, of programme 2, Political affairs, of the biennial programme plan and priorities for the period 2006-2007. 1

III. Activities by which the requests would be implemented

3. A fact-finding mission comprising one Team Leader, one Political Affairs Officer, one Military Adviser, one Legal Expert, one Human Rights Officer, one Security Coordinator, one Radio Technician and one Administrative Assistant would be deployed to Tel Aviv, Ramallah, Jerusalem and Gaza.

IV. Estimated resource requirements

4. The estimated costs of the fact-finding mission, as requested in operative paragraph 3 of draft resolution A/ES-10/L.19, would amount to $131,200.
5. These resources would cover the travel costs of the fact-finding team ($73,800), temporary logistic and administrative support to the team ($18,300), rental of premises for meetings ($12,000), local transportation requirements ($19,900) and communications costs ($7,200). Other substantive and administrative support would be provided by the Department of Political Affairs.

V. Action required from the General Assembly

6. In accordance with the provisions of paragraph 11 of annex I of General Assembly resolution 41/213, should the Assembly adopt draft resolution
A/ES-10/L.19, an additional appropriation of $131,200 would be required under section 3, Political affairs, of the programme budget for the biennium 2006-2007.2
