Human Security Through Inclusive Socio-Economic Development in Upper Egypt

In 2011, Egypt experienced an economic contraction due to diminished revenues from tourism, reduced direct investment and rising inflation. The rural inhabitants of Egypt’s Minya Governorate, who already faced high unemployment and a poverty rate twice the national average, were particularly hard hit. Minya’s 4.6 million people mainly rely on agriculture which has struggled with pestilence and crop failures, resulting in an increase in malnutrition. Decreasing incomes and increasing unemployment rates have led to food and health insecurity as well as rising incidents of crime, domestic violence and child labour, thus affecting both personal and community security at the local level. 

The overall goal of the programme is to sustainably improve the human security of households, youth, and women in Minya, Upper Egypt through inclusive, pro-poor socio-economic development. Specifically, the programme aims to: (i) strengthen the economic security of target communities through the creation of more and better employment opportunities and increased employability of the local labor force; and (ii) enhance community security and personal security through activities to develop the communities’ social capital and enhance cohesion and inclusiveness.
