UNOCT Global Fusion Cells Programme “Train the Trainer” course concludes

15 national-level counter-terrorism officials from Cabo Verde, the Democratic Republic of the Congo, Gabon, The Gambia, Guinea-Bissau, Kenya, and Nigeria completed a three-week Train-the-Trainer course delivered by the Global Fusion Cells Programme of the United Nations Office of Counter-Terrorism (UNOCT) in English, French, and Portuguese 

Held from 15 September to 2 October 2025 at the UNOCT Programme Office in Rabat, the “Train the Trainer” course aimed to strengthen Member States’ capacities by enhancing existing trainer resources and promoting long-term sustainability. The course equipped participants with the skills needed to deliver complex, specialized training at the national level—particularly for staff at national fusion and counter-terrorism centres.

Led by expert trainers from the United Nations Police Division (UNPOL), the course was comprised of three modules:

  • Module 1: Capacity-Building and Development- Participants developed techniques to strengthen the operational capacity of national counter-terrorism and fusion centres. Training included analysis, staff and centre capability assessments, and stakeholder mapping—practiced through case studies and fictional scenarios.
  • Module 2: Mentoring, Monitoring and Advising - This module focused on enhancing trainers' ability to communicate across cultures, motivate learners, and apply negotiation skills effectively.
  • Module 3: Instructor Development Skills - Participants gained foundational instructor competencies including lesson planning and design, the use of learning aids, effective presentation, classroom management, communication strategies, teambuilding, and conflict intervention techniques.

Throughout the course, UNPOL trainers provided continuous assessment and mentorship, enriching the learning experience and guiding participants toward mastery.

The UNOCT Global Fusion Cells Programme is designed to strengthen the skills and capacity of security officials—particularly analysts—by offering practical tools and expert training to help counter terrorism effectively. It plays a key role in reinforcing law enforcement and security institutions across Africa.

Upon successful completion of the course, participants will receive formal recognition as UN-certified trainers. This milestone marks an important step toward achieving the programme’s long-term sustainability goals.
