The UNOCT Global Fusion Cells Programme delivers specialized counter-terrorism training on effective information collection, analysis and reporting to counter terrorism

The United Nations Office of Counter-Terrorism (UNOCT) Global Fusion Cells Programme held a comprehensive two-week training programme aimed at honing participants’ essential skills for effective information collection, analysis and reporting to counter terrorism, from Monday, 14 July to Friday, 25 July, 2025 in Rabat, Morocco.

The course was delivered in French to officials from Chad, the Democratic Republic of the Congo, Gabon, and Senegal, as well as in English and Arabic to participants from Ethiopia, Kenya, Libya, Mauritania, Rwanda, Somalia, and Tanzania.

 Led by experts from UNOCT and the Kingdom of Morocco, the training covered a range of topics, including:

  • Gender Equality & Human Rights: Trainees learned to conduct analysis in line with international law and standards.
  • Interagency Coordination (Introduction to Fusion Cells): Participants explored good practices for establishing and managing national interagency coordination mechanisms, such as fusion or counter-terrorism centres. The course introduced the roles, benefits, challenges, and operational frameworks of fusion centres, emphasizing enhanced coordination and information sharing.
  • Ethical Decision-Making: The course highlighted the consequences of flawed decision-making in investigations and justice. Trainees were taught international good practices for effective decision-making and problem-solving in both routine and emergency contexts, including techniques for root cause analysis, structured models, and personal decision-making awareness.
  • Briefing and Debriefing: Trainees developed key communication skills for delivering clear, effective briefings and debriefings across a range of operational scenarios.
  • Basic to Advanced Open-Source Investigations: Participants enhanced their capacity to conduct intelligence-driven counter-terrorism investigations using open-source data. They practiced secure OSINT techniques across platforms such as social media, websites, and public records—covering collection, network analysis, relationship mapping, and ethical product development.

The training course was organized by the Fusion Cells programme in partnership with the Kingdom of Morocco, the UNOCT Programme Office in Rabat for Counter-Terrorism and Training in Africa, and supported by the United Nations Peace and Development Trust Fund (China) and the State of Qatar.

The UNOCT Global Fusion Cells Programme aims to equip security officials, particularly analysts, with the tools and knowledge they need to prevent and counter terrorism effectively. By providing comprehensive training and support, the programme helps strengthen the capacity of security and law enforcement agencies across Africa.
