3. Representatives are reminded to submit draft resolutions sufficiently in advance so that Member States will have adequate time to examine them. Representatives are further reminded that, should a draft resolution have programme budget implications, sufficient time should be allowed to enable the Secretary-General to prepare a statement on the programme budget implications. Additionaltime is also required to enable the Advisory Committee on Administrative and Budgetary Questions and the Fifth Committee to review those implications before the draft resolution is acted upon by the General Assembly.
