SUMMARY STATEMENT BY THE SECRETARY-GENERAL OF MATTERS OF WHICH

THE SECURITY COUNCIL IS SEIZED AND OF THE STAGE REACHED

IN THEIR CONSIDERATION

Pursuant to rule 11 of the provisional rules of procedure of the Security Council, I submit the following summary statement of matters of which the Security Council is seized and of the stage reached in their consideration on 12 November 1948:

12. The Palestinian question (see S/988, S/1010, S/1021, S/1029, S/1037, S/1050, S/1063 and S/1072):

At the request of the Acting Mediator, the Security Council held its 378th and 379th meetings in private on 9 and 10 November to hear his view on the truce situation in Palestine and to consider the best possibilities for a more permanent arrangement.  The Acting Mediator submitted certain suggestions which were put in the form of a draft resolution for the purposes of convenience (S/1076).  After an exchange of views among the representatives on the Council, during which the USSR representative submitted amendments to the Acting Mediator's draft resolution, the Council decided to resume public meetings for further consideration of this matter.

Committee 17, established by the Council's resolution of 4 November, held three meetings during this period to give advice to the Acting Mediator on his plans for provisional lines of demarcation in the Negeb area.

The following communications were distributed to the Council:

(a) A letter dated 8 November from the representative of the Provisional Government of Israel concerning a previous letter from the Secretary-General of the Arab League (S/1073);

(b)  A letter dated 7 November from the representative of Egypt concerning alleged truce violations by Jewish forces on 5 November (S/1074);

(c) A letter dated 9 November from the representative of Egypt further to his letter of 8 November (S/1075).
