Appointment of Jerusalem Representative
The CHAIRMAN noted that the following cable had been received from the Secretary-General:
“In response to the request of the Conciliation Commission transmitted to me by the Principal Secretary of Commission on 23 August for the presentation of a list of candidates for post of United Nations representative in Jerusalem, I have the honour to propose the name of Mr. Pablo de Azcarate, Principal Secretary of Conciliation Commission. I consider Mr. Azcarate eminently qualified for this important post. However, if Commission desires to have a more extensive list from which to choose, it will be necessary for me to investigate the qualifications of other candidates and enquire as to their availability. This process will take some time. It is difficult for me to believe that in the comparatively short period of time available I could in any case find candidates better or even as well qualified as Mr. Azcarate. If therefore Commission agrees to the selection of Mr. Azcarate, I am prepared to effect the appointment at once.”
After discussion, it was decided to despatch the following cable to the Secretary-General over the signature of the Chairman of the Commission:
“The Commission has studied the proposal transmitted to it by the Secretary-General and recognizes that no one is better qualified than Mr. Azcarate to represent the United Nations in Jerusalem. However, the Commission feels that in the present phase of its work it cannot dispense with the services and the experience of its Principal Secretary without compromising the task of conciliation which it is pursuing. I would appreciate your sending me at the earliest possible moment a list of persons whom you consider qualified to occupy the Jerusalem post.”
