UNITED NATIONS CONCILIATION COMMISSION FOR PALESTINE

SUMMARY RECORD OF THE FORTY-SIXTH MEETING

held in Lausanne on Wednesday, 27 April 1949, at 3 p.m.

The CHAIRMAN observed that the proposal made by the Israeli delegation at the morning meeting amounted to a request that the Commission should use its influence to prevent a debate in the First Committee. He was strongly opposed to any such action on the part of the Commission, In his opinion the Commission should simply report to the Secretary-General the position taken by the Israeli delegation, without comment. The Israeli delegation’s refusal to make a frank statement on any of the issues had placed it in an unfavorable position as regards the Commission and the General Assembly.

Mr. YALCIN and Mr. de BOISANGER supported the Chairman’s views, Mr. de Boisanger suggested that the statement contemplated might be postponed a few days until the Commission had had further contacts with the Israeli delegation and had had an opportunity to explain its reactions to the Israeli position.

Mr. YALCIN suggested that the first meetings with the Arab delegations should be devoted to ascertaining what conditions the Arab States would accept for a peace settlement and what concessions they would be willing to make.
