Consideration of press communique concerning the recess

The Commission considered a draft communique submitted by the United States delegation. In addition to a few minor, drafting modifications, the text was amended by the deletion of paragraphs 4 and 5 and by the addition in the third paragraph of a sentence to the effect that the Principal Secretary would also establish contact with the United Nations representative in Jerusalem appointed by the Commission. A further sentence was inserted at the end of the second paragraph to the effect that the Commission’s presence in New York had been necessitated by the fact that several questions on which it had been called upon to report were on the provisional agenda of the forthcoming session of the General Assembly.

Consideration of draft Fourth Progress Report

After discussion, the Commission approved part A of the draft Report with numerous drafting amendments to the form of the paragraphs, and further modifying paragraph 5 by the deletion of the words “considering the attitudes adopted by the parties in reply to its Memorandum to be susceptible of rapprochement” and by the addition of a statement giving the reasons for the Commission’s decision to reconvene in New York, as contained in the press communique.

In connection with paragraph 26, the Commission agreed that mention should be made of the report submitted by the Technical Committee urging that immediate measures be taken to prevent the total loss of the orange groves, thereby linking that reference to the proposed establishment of a Mixed Working Group for the orange groves.
