Report of Acting Mediator/Truce – SecCo deliberations – Letter from Israel


LETTER DATED 28 JULY 1949 FROM THE REPRESENTATIVE OF ISRAEL TO THE PRESIDENT OF THE SECURITY COUNCIL REQUESTING THAT A REPRESENTATIVE OF ISRAEL  BE PERMITTED TO PARTICIPATE IN THE COUNCIL'S DISCUSSION OF THE REPORT OF THE ACTING MEDIATOR DATED 21 JULY 1949 (S/1357)

I have the honour to refer to Article 31 of the Charter which made:

“Any Member of the United Nations which is not a member of the Security Council may participate, without vote, in the discussion of any question brought before the Security Council whenever the latter considers that the interests of that Member are specially affected ."

2. In this connexion I beg to refer to document S/1357 containing a report by the United Nations Acting Mediator on Palestine with respect to the armistice negotiations and the truce in Palestine. Israel is a signatory of all four armistice agreements so that it is obvious that its interests are specially affected by that report.  The Security Council by its previous practice of invitation has also acknowledged Israel’s special interest in the question of the truce in Palestine.

3. I therefore have the honour to request on behalf of the Government of Israel that its representative be enabled to participate, in accordance with rules 37 and 38 of the provisional rules of procedure of the Security Council, in any discussion which may take place on the report of the Acting Mediator. I have been instructed by my Government to make a brief statement on the matters touched on in Dr. Bunche's report.
