I have the honour to transmit herewith the text of a letter addressed to Your Excellency by the Permanent Observer of the Palestine Liberation Organization to the United Nations, dated 11 June 1986 .

I would be very grateful if you arrange that this letter be circulated as a document of the Security Council.

Letter dated 11 June 1986 from the Permanent Observer of the

Palestine Liberation Organization to the United Nations

addressed to the President of the Security Council

I am instructed by Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization, to convey to you and through you to the members of the Security Council his thanks and appreciation for the statement issued on 6 June 1986. Chairman Arafat appreciates your concern, particularly your appeal to all concerned "…to use their influence in bringing about the cessation of the fighting in order to enable UNRWA as well as  other humanitarian organizations to mount emergency operations for the benefit of the population concerned, including the Palestinian refugees towards whom the international community has a part icular responsibility".

An agreement for a cease-fire was reached as a result of the efforts and good offices of the Special Envoy of President Chadli of Algeria, as well as Lebanese religious authorities and national leaders of Lebanon, in addition to the endeavours of the embassies of Algeria and Iran. Unfortunately Amal gangs and the sixth brigade of the Lebanese Army continued their shelling of the Palestinian refugee camps using 120 and 82 mm mortars, in an attempt to break into the camps.  They were repelled; however, their indiscriminate shelling has resulted in the deaths of many innocent people within the refugee camps.

Chairman Arafat is once again requesting that the United Nations use the Observer Group and deploy UNIFIL to provide protection for the Observer Group. It will he appreciated if you would give your immediate attention to this situation.
