Oman to the United Nations addressed to the Secretary-General

 In my capacity as Chairman of the Arab Group for the current month, I have the honour to transmit herewith the letter of the Deputy Permanent Observer for the Palestine Liberation Organization to the United Nations dated 7 April 1986 (see annex).

I should be grateful if you would arrange for this letter to be circulated as a document of the General Assembly, under items 35 and 37 of the preliminary list, and of the Security Council.

ANNEX

Letter dated 7 April 1986 from the Deputy Permanent Observer of the

Palestine Liberation Organization to the United Nations

addressed to the Secretary-General

I am instructed by Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization, to bring the following to your urgent attention:

For the second time in 10 days the Israeli air force, using United States made planes, attacked civilian targets in Lebanon.  Today, in six consecutive attacks lasting 45 minutes, the Israeli air force attacked the Sidon area and bombed the Palestinian refugee camps of Ein El-Helweh, Mieh-Mieh and the surrounding area.  A large number of Palestinian and Lebanese civilians have been killed and wounded.  Among the wounded are three little children in serious condition.  There is also extensive material damage.

Peres and Rabin, under the pretext of seeking out returning PLO fighters to Lebanon, have embarked again on Tel Aviv's plan for their final solution to the Palestinian problem, namely, genocide: the annihilation of the Palestinian people.

The Palestine Liberation Organization calls upon the Secretary-General to use his good offices and the mandate entrusted to him to ensure the safety and security of Palestinian refugees in south Lebanon, as called for in several United Nations resolutions.
