In my capacity as Chairman of the Arab Group for the month of October 1986, I have the honour to transmit herewith, on behalf of the Arab Member States, a letter addressed to you from Mr. Zehdi Labib Terzi, Permanent Observer for the Palestine Liberation Organization to the United Nations (see annex), and to request you to circulate the present letter and its annex as an official document of the General Assembly, under agenda item 37, and of the Security Council.

Letter dated 16 October 1986 from the Permanent Observer of the Palestine Liberation Organization
to the United Nations addressed to the Secretary-General
I am instructed by Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization, to bring the following to your immediate attention.
Today, between 9.20 and 11.20 a.m. New York Time, Israeli jets bombed the Palestinian refugee camps of Mieh-Mieh, Ein El-Helweh and Al-Fawwar, which resulted in heavy casualties among the Palestinian refugees in those camps.
Eighteen Israeli F-15s and F-16s carried out five sorties against those Palestinian refugee camps.
I am instructed to bring this to your attention with the request that you use your good offices and whatever means are at your disposal to put an end to Israeli acts of State terrorism against our people and to ensure the safety and security of the Palestinian refugee camps.
