THE PRESIDENT OF THE SECURITY COUNCIL

I have the honour to transmit herewith the text of a letter dated 24 September 1986 addressed to Your Excellency by the Permanent Observer of the Palestine Liberation Organization to the United Nations.

I would be very grateful if you would arrange for this letter to be circulated as a document of the Security Council.

Letter dated 24 September 1986 from the Permanent Observer of the

Palestine Liberation Organization to the United Nations

addressed to the President of the Security Council

I am instructed by Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization, to bring the following to your immediate attention.

Israel has commenced massing huge military forces in South Lebanon with two army battalions equipped with tanks and heavy artillery being newly deployed in addition to the so-called South Lebanese Army. General Eitan, former Chief of Staff of the Israeli army, has been appointed as Commander of these forces as well as Commander of the so-called South Lebanese Army, with General Lahad as his Deputy.

The Israeli plan, of which we had warned earlier, is aimed against the Palestinian refugee camps in South Lebanon, as well as Lebanese civilians in that area. It is clear that their first thrust will be against the refugee camps in the Tyre area, occupation of the area and the expulsion of the Palestinian refugees.  Their second move will be against the Jezzine area east of Sidon, aimed against the Palestinian refugee camps in that area.

As you are aware, Israel has launched several attacks by land, sea and air in the past two weeks. In drawing your attention to this dangerous and exacerbated situation, Chairman Arafat on behalf of the Palestine Liberation Organization calls upon the Secretary-General and the President of the Security Council to take all appropriate and necessary measures with a view to confronting these latest Israeli moves aimed against our people.
