Nations addressed to the Secretary-General
Upon instructions from the Executive Committee of the Palestine Liberation Organization, which has the powers and responsibilities of the Provisional Government of the State of Palestine, I bring the following to your immediate attention:
On 23 September 1991, the Palestine National Council will be convened at Algiers. Palestine seeks the assistance of your good offices to facilitate the safe departure from and immediate return to the occupied Palestinian territory, including Jerusalem, of all members of the PNC in those territories so that they will be able to attend the meeting of the Council. Your valuable and needed help with Israel, the occupying Power, in this regard, would enable those members of the PNC to participate in our important upcoming session of the PNC.
I should be grateful if you would arrange to have the text of the present letter circulated as an official document of the forty-fifth session of the General Assembly, under agenda items 23, 35 and 75, and of the Security Council.
