On instructions from my Government, I have the honour to transmit to you herewith the text of the congratulatory messages sent, following the signing of the Israeli-Palestinian agreement, by His Excellency Albert Zafy, President of the Republic of Madagascar (annex I), His Excellency Francisque Ravony, Prime Minister and Head of Government (annex II), and His Excellency Jacques Sylla, Minister for Foreign Affairs (annexes III and IV).

I should be grateful if you would have the text of this letter and its four annexes circulated as an official document of the General Assembly, under items 34, 35, 85 and 86 of the provisional agenda, and of the Security Council.

ANNEX I

Letter dated 13 September 1993 from the President of Madagascar

addressed to the Chairman of the Palestine Liberation Organization

The signing of the historic agreement on mutual recognition between the State of Israel and the Palestine Liberation Organization affords me the opportunity to convey to you the warm congratulations of the Malagasy Government and people.

This courageous decision by the two parties is a major step forward in the search for a global political solution in the Middle East.

This is why the Republic of Madagascar encourages the negotiation currently in progress between the various parties, and hopes that they will soon result in a general agreement that will be the harbinger of a lasting peace in the region.

ANNEX II

of Madagascar addressed to the Prime Minister of Israel

The Government of the Republic of Madagascar welcomes the signing today in Washington of the historic agreement on mutual recognition between the State of Israel and the Palestine Liberation Organization.

This represents major progress in the search for a global political solution to the problem of the Middle East.

This is why the Government of the Republic of Madagascar encourages all parties in the negotiation process currently in progress to make every effort to ensure the speedy conclusion of a general agreement establishing lasting peace in the region.

I take this opportunity to reaffirm the consistent position of the Government of Madagascar, which supports a global and lasting solution to the problem of the Middle East.

In conclusion, I reiterate my encouragement to all interested parties that have untiringly contributed to the establishment of a climate of renewed dialogue and to the advent of a new era of peace in the Middle East.
