Letter dated 3 October 1988 from the Permanent Representative of
Yemen to the United Nations addressed to the Secretary-General
In my capacity as Chairman of the Group of Arab States for the month of September 1988, I have the honor to transmit herewith the text of the communiqué adopted by the Group of Arab States at its meeting held on 30 September 1988 in New York, at the ministerial level, on the current situation in the occupied Palestinian territories.
I should be grateful if you would have this letter circulated as a document of the General Assembly under agenda item 37.

ANNEX
Communiqué issued by the meeting of the Council of Arab Ministers
for Foreign Affairs held in New York on 30 September 1988 on
support for the uprising in the occupied Arab territories
At their meeting held at United Nations Headquarters in New York, the Arab Ministers for Foreign Affairs discussed the situation in the occupied Palestinian territories, including the escalation of measures of Israeli oppression and terrorism against the Palestinian people and its heroic uprising, which has led to an increase in the number of martyrs and wounded in the ranks of Palestinian citizens.
The Arab Ministers for Foreign Affairs declare their condemnation of these new Israeli crimes and stress their continuing support for the fraternal Palestinian people in its uprising aimed at ending the Israeli occupation and achieving the implementation of its inalienable national rights, including its right of return, its right of self-determination and its right to establish its independent State on its national soil, under the leadership of the Palestine Liberation Organization. Moreover, all the States of the world and international organizations call for the condemnation of these Israeli practices against the Palestinian people, which constitute a blatant violation of the resolutions of the United Nations and the Security Council, in particular, Security Council resolutions 605 (1987), 607 (1988) and 608 (1988), and a breach of international treaties, in particular, the Fourth Geneva Convention of 1949.
In the light of the aforegoing, the Arab Ministers for Foreign Affairs call upon the Security Council to assume its responsibilities and take measures to ensure a halt to Israeli terrorism and protection for the Palestinian people in the occupied territories.
They also express their appreciation of the positions of the States which have supported the inalienable national rights of the Palestinian people in its heroic uprising in the occupied Arab territories.
