Addendum

  Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

  The Security Council resumed its consideration of the item at its 4668th and 4681st meetings, held on 16 and 20 December 2002 in accordance with the understanding reached in its prior consultations.

  At the 4668th meeting, held on 16 December 2002, in accordance with the understanding reached in the Council’s prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council’s provisional rules of procedure to Terje Roed-Larsen, Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General.

  At the 4681st meeting, held on 20 December 2002, the President, with the consent of the Council, invited the representative of Israel, at his request, to participate in the discussion without the right to vote.

  In response to the request contained in a letter dated 20 December 2002 from the Permanent Observer of Palestine to the United Nations addressed to the President of the Security Council (S/2002/1395), the President, in accordance with the rules of procedure and the previous practice in that regard, invited the Permanent Observer of Palestine to participate in the discussion. 

  The President drew attention to a draft resolution (S/2002/1385) that had been submitted by the Syrian Arab Republic.

  The Security Council proceeded to vote on draft resolution S/2002/1385, which received 12 votes in favour (China, Colombia, France, Guinea, Ireland, Mauritius, Mexico, Norway, Russian Federation, Singapore, Syrian Arab Republic and United Kingdom of Great Britain and Northern Ireland), one against (the United States of America), and two abstentions (Bulgaria and Cameroon). the draft resolution was not adopted owing to the negative vote of a permanent member of the Council.

  The Security Council resumed its consideration of the item at its 4669th (private) meeting, held on 17 December 2002 in accordance with the understanding reached in its prior consultations.

  At the close of the 4669th meeting, in accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued through the Secretary-General in place of a verbatim record:

  “On 17 December 2002, the Security Council, pursuant to annex II, sections A and B of resolution 1353 (2001), held its 4669th meeting in private with the troop-contributing countries to the United Nations Disengagement Observer Force (UNDOF).
  “The Security Council and the troop-contributing countries heard a briefing under rule 39 of its provisional rules of procedure by Mr. Hédi Annabi, Assistant Secretary-General for Peacekeeping Operations.
  “The members of the Council had a constructive exchange of views with representatives of participating troop-contributing countries.”

  The Security Council resumed its consideration of the item at its 4670th meeting, held on 17 December 2002 in accordance with the understanding reached in its prior consultations, having before it the report of the Secretary-General on the United Nations Disengagement Observer Force (S/2002/1328).

  The President drew attention to a draft resolution (S/2002/1368) that had been prepared in the course of the Council’s prior consultations.

  The Security Council proceeded to vote on draft resolution S/2002/1368, and adopted it unanimously as resolution 1451 (2002) (for the text, see S/RES/1451 (2002); to be issued in Official Records of the Security Council, Resolutions and Decisions of the Security Council, 1 August 2002-31 July 2003).

  The President stated that, following consultations of the Council, he had been authorized to make a statement on behalf of the Council and read out the text of that statement (for the text, see S/PRST/2002/37; to be issued in Official Records of the Security Council, Resolutions and Decisions of the Security Council, 1 August 2002-31 July 2003).
