  As we celebrate the fifteenth anniversary of the Cairo Conference on Population and Development, I would like to express Egypt’s continued concern over the suffering of the Palestinian people under occupation, and to underline the negative repercussions of this situation for the achievement of internationally agreed development goals, particularly those of the Cairo Programme of Action. The continuation of this situation undermines the efforts of the Palestinian people to achieve their economic and social development goals and to establish their independent State on all the territory occupied by Israel in 1967, with East Jerusalem as its capital. In addition, the effects of Israel’s blockade and closure policies have denied the Palestinian people access to their basic needs. Moreover, Israel continues the blockade of the Gaza Strip, in defiance of Security Council resolution 1860 (2009), and refuses to enter into any real peace process aimed at fulfilling the interests of the Palestinian and Israeli peoples in living in peace and security.
