REPORT OF THE COMMITTEE ON RELATIONS WITH THE HOST COUNTRY

Letter dated 27 November 1990 from the Charge d'affaires a.i. of

the Permanent Observer Mission of Palestine to the United Nations

addressed to the Secretary-General

On 29 October 1990, the Permanent Observer Mission of Palestine, in accordance with the usual practice, and in a letter addressed to Your Excellency, requested that the host country (United States of America) issue an entry visa for our delegation, headed by our Foreign Minister Mr. Farouk Kaddoumi, in order for it to attend the debate of the General Assembly on the Question of Palestine.

Unfortunately, the requested visas have not been issued as of

27 November 1990, 10 a.m. New York time.  In this regard, it is necessary to recall that the host country is under the legal obligation, in accordance with the Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations, to issue requested visas at the appropriate time.

We consider the United States attitude as a hostile position against the Palestinian people and a violation to their international legal obligations, one of which would have adverse effects on the work of the General Assembly.

We request the immediate intervention of Your Excellency concerning this matter.

I should be grateful if you would arrange to have the text of this letter circulated as an official document of the General Assembly under agenda item 145.
