High-Level Meeting on Global Road Safety

Road traffic crashes claim nearly 1.3 million lives every year and are the leading cause of death among children and young adults. In addition to the human suffering caused by road traffic injuries, they also incur a heavy economic burden on victims and their families, both through treatment costs for the injured and through loss of productivity of those killed or disabled. More broadly, road traffic injuries have a serious impact on national economies, costing countries 3% of their annual gross domestic product. For this reason, SDG target 3.6 called for the halving of the number of road traffic deaths and serious injuries by 2020. Ensuring the safety of transport systems is also directly linked to SDG targets on sustainable cities and communities (SDG 11) and climate action (SDG 13).

A Global Plan for the Decade of Action 2021 – 2030 has been developed by WHO and the UN Regional Commissions, in cooperation with the UN Road Safety Collaboration (UNRSC) to guide Member States in the implementation of key actions to improve the safety of roads. The Global Plan emphasizes the importance of ensuring sustainable financing (short- and long-term) as well as the engagement of relevant actors from different sectors as critical factors for achievement of the 2030 target.

UN General Assembly resolution 74/299 “Improving global road safety” proclaimed the Second Decade of Action for Road Safety 2021-2030; established a target of reducing by at least 50%, the number of road traffic deaths and serious injuries by 2030 and called for a High-level Meeting (HLM) of the UNGA on Road Safety in 2022.

UN General Assembly resolution 75/308 entitled “Scope, modalities, format and organization of the High-level Meetingon improving global road safety” decides:

  • The High-level Meeting of the General Assembly on improving global road safety shall be held in New York in 2022 back-to-back with the high-level political forum on sustainable development convened under the auspices of the Economic and Social Council, with a view to addressing gaps and challenges, mobilizing political leadership, promoting multisectoral and multi-stakeholder collaboration in this regard, and assessing the progress made in attaining the objectives of the road safety-related targets of the 2030 Agenda for Sustainable Development;

  • The overall theme of the High-level Meeting will be “The 2030 horizon for road safety: securing a decade of action and delivery”;

  • The High-level Meeting will comprise an opening segment, a plenary segment, up to three multi-stakeholder thematic panel discussions and a brief closing segment. (Detailed arrangements could be found in the resolution)

  • The High-level Meeting will approve a concise and action-oriented political declaration agreed in advance by consensus through intergovernmental negotiations, to be submitted by the President of the General Assembly for adoption by the UN General Assembly. The Ambassadors of Côte d’Ivoire and the Russian Federation have been tasked with leading these negotiations.

Supporting Event for the High-level Meeting on Global Road Safety 3 December 2021

The President of the General Assembly (PGA) His Excellency Abdulla Shahid convened on 3 December 2021, the Supporting Event for the High-Level Meeting on Global Road Safety, in accordance with General Assembly resolution 74/299 and 75/308.

The programme for the event consisted of an interactive thematic dialogue session on domestic and international financing for road safety and an interactive multi-stakeholder hearing. Participants at the Supporting Event highlighted that the High-level Meeting would be an opportunity to share best practices, with high-level participation from senior officials across ministries and sectors, from all countries. The Supporting Event was a platform for governments to announce how they will channel and redirect financing to this priority area and engage whole-of-government action to implement changes to national road safety systems.
