DeAndra V. Cartwright is an Adviser on Human Rights on the Human Rights & Humanitarian Team within the Office of the President of the General Assembly for the 76th Session. She also serves as the Focal Point for the Third Committee (Social, Cultural and Humanitarian Issues).

A Bahamian Foreign Service Officer, DeAndra began her diplomatic career with the Ministry of Foreign Affairs of The Bahamas in 2013. She has worked on Human Rights issues at the national level since 2014, having been a member of the National Inter-Ministerial Reporting Mechanism. DeAndra has also worked at the Bureau of Women’s Affairs, now Department of Gender Affairs, within the Ministry of Social Services and Urban Development of The Bahamas. She assisted in the preparation and participation of The Bahamas at several international presentations, including to the Committee on the Elimination of Discrimination Against Women (CEDAW), Universal Periodic Review (UPR) and Inter-American Commission on Human Rights (IACHR).

Prior to her posting to the Permanent Mission of the Commonwealth of The Bahamas to the United Nations in New York, DeAndra served in the Embassy of The Bahamas to the Republic of Haiti. She has participated in the 73rd, 74th and 75th Sessions of the General Assembly as the principal delegate of The Bahamas to the Third Committee. In addition, as an Elections Officer, she has worked on campaigns for The Bahamas’ candidatures to various international bodies such as the Human Rights Council (HRC), International Maritime Organization (IMO) and the Committee on the Elimination of Discrimination Against Women (CEDAW). DeAndra has also served as Co-Coordinator of the Caribbean Community (CARICOM) Group of Experts to the Third Committee.  

DeAndra holds a Bachelor of Arts degree in Spanish (Language and Literature) and a Master of Arts degree in Human Rights. She has had the opportunity to receive diplomatic training from several national, regional and international institutions in Barbados, China, El Salvador, Mexico, Uruguay and Switzerland. DeAndra has also participated in a number of training programmes, including several facilitated by the Office of the United Nations High Commissioner for Human Rights (OHCHR), United Nations Office of the High Commissioner for Refugees (UNHCR), United Nations Institute for Training and Research (UNITAR), Columbia University, Fordham University and New York University (NYU).
