Carl is the Lead, Communications, Advocacy and Speechwriting in the Office of the President of the 76th session of the General Assembly.
A Canadian, Carl previously provided communications and speechwriting support to both the 73rd and 75th Presidents of the General Assembly.
In addition to his work in the Office of the President of the General Assembly, Carl spent seven years with the United Nations Development Programme (UNDP), where he focused on communications and advocacy around climate change, disaster risk reduction, sustainable energy, and other environmental issues.
Carl has previously worked for non-governmental organizations in Angola, Chad, Ethiopia, France, Indonesia, Liberia, South Sudan, the United Republic of Tanzania, and the United States.
Carl holds a BA in Political Science from Memorial University of Newfoundland and Labrador (Canada), as well as an MA in International Relations, Conflict and Human Rights, from Utrecht University (Netherlands).
