NOON BRIEFING HIGHLIGHTS BY PAULINA KUBIAK GREER,
SPOKESPERSON FOR GENERAL ASSEMBLY PRESIDENT ABDULLA SHAHID
MIGRATION
President Abdulla Shahid spoke recently about migration. He said that since the adoption of the Global Compact for Safe, Orderly and Regular Migration, much has been achieved. But COVID-19 has underscored the fact that risks and challenges remain for migrants, as well as for communities of origin, transit, and destination. More remains to be done, he said, and urged the international community to work together to solve matters of common interest.
The video was put out ahead of the International Migration Review Forum, to be held in May. It is part of the “Make a Pledge” campaign organized by the UN Network on Migration.

ARTICLE 19
And because I have received questions on Article 19… I wanted to let you know that the letter dated 10 January from the Secretary-General to the President of the General Assembly is available as document A/76/636 at the website: https://undocs.org/en/A/76/636
Q&A
The Spokesperson was asked how many Member States were on the list and whether they can vote after today.
- The Spokesperson answered that there are 11 Member States on the list, which is similar to the numbers in previous years.
- The start time is the date of the letter, but it applies if and when there are votes in the General Assembly.
- The Member States listed are unable to vote in the General Assembly until they make the minimum payment. There are a few exceptions. In A/Res/76/2, the General Assembly decided that Comoros, Sao Tome and Principe, and Somalia shall be permitted to vote in the GA until the end of the 76th session. The exceptions are made by the General Assembly at the start of the session on the recommendation of the Committee on Contributions (A/76/11).
