Local Engagement and Empowerment through Human Security to Address the Impact of Protracted Conflict and COVID-19 in Libya

Within the context of a protracted conflict underscored by tribal divisions, Libya is grappling with a confluence of challenges from fragmented security structures to limited access to basic services, high levels of food insecurity, growing unemployment, economic volatility, and civil unrest. These dynamics have a disproportionate impact on the most vulnerable women, youth, migrants, internally displaced persons, refugees and returnees. These groups are often embroiled in or fleeing from conflict, and/or live in under-resourced areas where basic social protection or support systems are unable to meet the need of local communities.
The key objectives of the programme are to: (i) guide the development of a human security action plan by Sabha authorities, youth and community representatives based on a comprehensive local assessment and the priorities of the community; (ii) support a cohort of local representatives and stakeholders in the implementation of the action plan; and (iii) strengthen the capacity of these local partners and community members in their engagement with local authorities toward the usage of human security in local planning.
