Inclusion of the Human Security Approach in Public Policies of the Security Sector in Colombia

The Government of Colombia is committed to adopting a human security approach (HSA) in its national defense and security policies, marking a significant shift from a heavily militarized approach to security. Recently, the national government formulated its first official draft of the National Development Plan (NDP) 2022-2026, which includes a dedicated chapter on Human Security and Social Justice. In alignment with this, the Ministry of Defense has also published the “Sectoral Policy for Security and Peaceful Coexistence of Citizens”, based on the NDP and the HSA. The National Government has pledged to incorporate the HSA across its various policies and plans, ensuring its integration into the broader government agenda.
The programme seeks to strengthen capacities of national and local governments to guide the localization of security, peaceful coexistence, and justice-related plans and policies. The specific objectives of the programme are to (i) develop technical tools and strategies employing the human security approach through an inclusive process, fostering multi-stakeholder partnerships; (ii) integrate human security principles into territorial development plans to reinforce sustainable local leadership, amplify citizen engagement in decision-making processes, and fortify national-territorial coordination; and (iii) disseminate the developed tools among local authorities and citizens to ensure the integration of human security into local development plans and relevant territorial policies.
