In Press Release GA/PAL/902 issued on 24 September, the second to last paragraph on page 15 should read:

The representative of the Portuguese Council for Peace and Cooperation said that the document would have been acceptable a week ago, but in light of the siege of Mr. Arafat’s compound, the Conference should mandate the Steering Committee to add some paragraphs to the NGO Declaration.
