Supplementary Report to the Secretary-General consideration of Secretariat draft (2nd draft)
The CHAIRMAN said that the draft appeared on the whole to be satisfactory, and they would read it paragraph by paragraph to permit the members of the Committee to make their comments.
1st paragraph:
Mr. de NICOLAY (France) suggested deleting the third sentence and replacing it by two sentences from the third paragraph. The Committee agreed to this change.
Ho proposed adding a sentence to the first paragraph to the effect that those who had concluded and assured the maintenance of the Armistice Agreements were deserving of the highest praise. The Committee agreed to this addition.
Mr. de Nicolay also proposed adding a clause to the effect that the Armistice Agreements in themselves contained no provision establishing normal relations between the neighbouring countries. The Committee agreed to this addition.
Referring to sub-paragraphs (a), (b) and (c) following the first paragraph (page 2 of draft, Mr. de Nicolay stated that his delegation was in favour of deleting these three sub-paragraphs. They did not feel that it was necessary for the Commission to explain in this Report the reasons why it had not been able to succeed in its work of conciliation. By entering into such an explanation it might endanger the support which it hoped to obtain from the parties for its report.
The Committee decided to retain sub-paragraphs (a), (b) and (c) for the time being, in a much shortened form, and to leave to the Commission the final decision as to their retention.
Various drafting changes to the first paragraph and sub-paragraphs (b) and (a) were also indicated.
The 2nd paragraph was approved, with minor drafting changes.
3rd paragraph: The first two sentences were deleted. The next two sentences were transferred to the first paragraph as noted above. The last two sentences were approved.
4th paragraph: Only the first sentence was retained, the remainder of the paragraph being deleted.
The 5th paragraph was approved.
6th paragraph: The last three sentences were deleted.
The 7th paragraph was approved with certain drafting changes.
The 8th and 9th paragraphs were approved.
The 10th and 11 paragraphs were deleted.
The 12th paragraph was approved, with minor drafting changes.
The Secretariat was requested to prepare a new draft on the lines indicated by the General Committee.
The meeting rose at 12.30 p.m.
