SUMMARY RECORD OF A MEETING BETWEEN THE CONCILIATION COMMISSION
AND THE DELEGATIONS OF THE ARAB STATES

held in Lausanne on Monday,

The CHAIRMAN observed that there was no need to stress again the urgency of the refugee question, it was well known to the Arab delegations that the funds available for emergency relief would soon be exhausted and that a solution of the problem must be found without delay. It was therefore necessary that agreement between the parties on certain main principles must be achieved quickly, in order to make possible the carrying out of various projects under consideration in the Arab States which would help to solve the problem. At the same time he once again emphasized the fact that the refugee question was only one of the problems involved in the achievement of peace, and that all those interrelated problems must be studied together.

For those reasons the Commission had prepared a memorandum addressed in identical terms to the Israeli delegation and to the Arab delegations, and had convened the present meeting for the purpose of presenting that memorandum to the Arab delegations. The Commission did not request an immediate reply, since the memorandum would require careful study by the Arab delegations and possibly consultations with their Governments; but the Chairman hoped that the delegations would find it possible to reply within a week’s time.

The Commission’s Memorandum of 15 August (AR/16) was then handed to the Arab delegations.

MOSTAFA BEY (Egypt) affirmed that he and his colleagues of the other Arab delegations would study the memorandum with the greatest interest and good will and in the hope of achieving practical progress.

The CHAIRMAN thanked the Egyptian representative for his remarks, and expressed the hope that the reply of the Arab delegations would be favorable and would lead to further progress toward the common goal.
