Stay of Palestinian officers
in Cyprus after 15 May 1948
The following Memorandum on Palestinian Officers In Cyprus was received from Mr. Ghosh on 14 April 1948.
PROVISION FOR THE STAY OF PALESTINIAN OFFICERS
IN CYPRUS AFTER 15 MAY 1948

I met the Finance Secretary yesterday. He explained to me the manner in which the Government proposes to finance the stay of the select group of Palestinian officers who will be taken to Cyprus at the end of the Mandate to help in the winding up of Government accounts. The officers would be given the option of either making their own arrangements for lodging or staying at lodgings provided by the Government. Those who chose to make their own arrangements will receive the normal allowance for working away from headquarters. Others would be provided with food and lodging, the Government taking a lump sum deduction from their pay, so that the net money value of. the benefits enjoyed by them is comparable with the allowances which those who make their own arrangements will receive.
I have acted for the detailed figures and estimates and indicated that the differences between the two types of allowances must not be too large. The Government is anxious that most officers accept the second type of option. This would, in their opinion, make for greater efficiency in work and administration. My discussion with the Finance Secretary, it was clearly understood by both of us, did not, in any manner, commit the Commission.

Subject: Withdrawal (Disposal of books of account and other records).
Consideration has recently been given to the disposal of books of account and other records which are of vital interest to [MISSED WORD] and/or Successor States, e.g. unused Counterfoil receipt books, taxes sad loan registers, advance and deposits ledgers, pensions registers, etc.
2. The following decisions have now been reached and should be given effect in due course:
(1) Counterfoil receipt and license books.
There books are to be handed over to Local Authorities against a receipt specifying the numbers and different types of books. A copy of the receipt should be forwarded to:
Accountant-General,
(late Government of Palestine),
CLEARANCE OFFICE, PLATRES,
Cyprus.
2. Taxes and Loan Registers, Advances and Deposits Ledgers, Pensions, Registers, Loan Agreements and other books of account or documents likely to be of vital interest to U.N.O. and/or a Successor State.
These registers, etc., are to be handed oven to Local Authorities against a receipt specifying the books and documents handed over. A copy of the receipt should be forwarded to the Accountant-General at the address given above.
Books and registers should be carefully packed and sealed in the presence of the representative of the local Authority. The outside cover of each package should indicate clearly the contents of each package.
The importance of three books and records and their preservation cannot be over-emphasized, and if District Commissioners have any alternative proposals to offer they will be welcomed.
3. A further communication mill be addressed to you, in due course, notifying the date on, or after, which the handing-over Could be affected.
