Deploring loss of life in Gaza, UN envoy urges Israel not to endanger civilians
28 January 2004 – Deploring the loss of life in Gaza City today following deadly clashes, the senior United Nations envoy for the Middle East called on Israel to take measures to avoid endangering civilians.
Terje Roed-Larsen issued a statement urging Israeli military authorities to “act in a manner that minimizes the risk to civilians and is in keeping with Israel's obligations under international law.”
At least eight Palestinians were killed as Palestinian militants exchanged fire with Israeli soldiers in the area.
