UNRWA launches education reform strategy on World Teachers’ Day

UNRWA officially launched its education reform strategy for 2011 to 2015 today, World Teachers’ Day, under the patronage of Ms Margot Ellis, UNRWA’s Deputy Commissioner-General.

The reform will improve the quality of learning for Palestine refugee students in UNRWA’s 700 schools and allow the Agency to meet the evolving demands of an education system for the 21st century. The strategy focuses on teacher development, curriculum and student assessment, inclusive education, and technical and vocational training.

The strategy is underscored by a forward-looking vision for UNRWA education which aspires to develop the “full potential of Palestine refugees to enable them to be confident, innovative, questioning, thoughtful, tolerant and open minded, upholding human values and tolerance, proud of their Palestinian identity and contributing positively to the development of their society and the global community.”

More than 100 educationalists, including UNRWA staff and the Agency’s partners, attended a celebration held at UNRWA headquarters in Amman. In a speech, Ms Ellis focused on the importance of World Teachers’ Day in fostering awareness, understanding and appreciation for the vital contribution that teachers make to education and development. She also highlighted the great role that UNRWA teachers play in educating Palestine refugee schoolchildren.

Dr Caroline Pontefract, the director of education, focused on what the reform is about and how it will contribute to better quality education for Palestine refugee children.

The event also hosted a photography and art exhibition showing education activities across all UNRWA’s fields of operation.

Education is UNRWA’s largest programme, accounting for more than half of the Agency’s regular budget. The Agency operates one of the largest school systems in the Middle East, providing half a million Palestine refugee children with free-of-charge basic education every day.

United Nations World Teachers' Day, held annually on 5 October, celebrates the role that teachers worldwide play in providing quality education at all levels. It aims to mobilise support for teachers and to ensure that the needs of future generations will continue to be met. The 2011 worldwide events focused on the theme "Teachers for Gender Equality”.

Parallel events launching the strategy and celebrating World Teachers’ Day also took place in UNRWA’s five fields of operations: Jordan, Syria, Lebanon, the West Bank and Gaza Strip.

Background information

UNRWA provides assistance, protection and advocacy for nearly 5 million registered Palestine refugees in Jordan, Lebanon, Syria and the occupied Palestinian territory, pending a solution to their plight. The Agency’s services encompass education, health care, social safety-net, camp infrastructure and improvement, community support, microfinance and emergency response, including in times of armed conflict.

UNRWA is funded almost entirely by contributions from States. The Agency’s core budget for 2010-2011 stands at $1.23 billion. In 2009, emergency appeals for the West Bank, Gaza and Lebanon amounted to $827.4 million.

الأونروا تطلق إستراتيجية إصلاح النظام التعليمي في اليوم العالمي للمعلمين

قامت الأونروا رسميا اليوم بإطلاق إستراتيجية إصلاح النظام التعليمي ولمدة خمس سنوات بدءا من عام 2011-2015 في مناطق عملياتها الخمس (الضفة الغربية، غزة، الأردن، سوريا ولبنان) ، تزامنا مع اليوم العالمي للمعلمين، وتحت رعاية السيدة مارغو إيليس نائب المفوض العام للاونروا

عملية الإصلاح هذه من شأنها تحسين نوعية التعليم للطلبة اللاجئين الفلسطينيين في المدارس التابعة للاونروا والبالغ عددها 700 مدرسة وإعطاء الفرصة لتلبية الاحتياجات والمطالب الحديثة لنظام التعليم في القرن الحالي. وتركز الإستراتيجية  أيضا على تطوير إمكانات المعلمين، والمناهج، وتطوير وتقييم الطلاب، والتعليم الشامل، والتدريب التقني والمهني.

تقوم هذه الإستراتيجية الحديثة على رؤية تقدمية ومستقبلية للتعليم في الأونروا طامحة إلى تطوير قدرات اللاجئين الفلسطينيين لتمكينهم وتعليمهم على الثقة بالنفس، وابتداع الأفكار المبتكرة والخلاقة، والتفكير وطرح الأسئلة، وإعلاء القيم الإنسانية والتسامح، والفخر بالهوية الفلسطينية والمساهمة بشكل إيجابي في تنمية مجتمعهم والمجتمع العالمي".

هذا وقد حضر أكثر من 100 شخص من المعلمين والتربويين، بمن فيهم موظفو الأونروا وشركاءها، احتفال اقيم في مقر الاونروا في عمان بهذه المناسبة.  وقد ركزت نائب المفوض العام في خطابها على أهمية اليوم العالمي للمعلمين في تعزيز الوعي والفهم والتقدير للمعلمين  وعلى مساهمتهم الحيوية في نظام التعليم والتنمية. كما وسلطت الضوء على الدور الكبير الذي يؤديه معلمو الأونروا في تربية وتعليم التلاميذ اللاجئين الفلسطينيين.

الدكتورة كارولين بونتفركت، مديرة التعليم في الاونروا، ركزت في كلمتها على مفهوم وكيفية الإصلاح، وكيف أنه سيسهم في تحسين نوعية التعليم للأطفال اللاجئين الفلسطينيين.

كما واستضاف هذا الحدث معرض للتصوير الفوتوغرافي والفني أظهر أنشطة التعليم في كل ميادين عمليات الأونروا.

التعليم هو أكبر برامج الأونروا، وهو  يمثل أكثر من نصف الميزانية العادية للوكالة. إن الوكالة تدير واحدة من أكبر الأنظمة المدرسية في الشرق الأوسط، حيث توفر لنصف مليون طفل من اللاجئين الفلسطينيين التعليم الأساسي المجاني كل يوم.

يوم الأمم المتحدة العالمي للمعلمين يقام سنويا في الخامس من أكتوبر ويحتفل بالدور الهام الذي يؤديه المعلمون في جميع أنحاء العالم في تقديم التعليم النوعي وعلى جميع المستويات. كما ويهدف إلى حشد الدعم للمعلمين، وضمان أن تكون احتياجات الأجيال القادمة متوفرة. علما بان فعاليات 2011 في جميع أنحاء العالم تركز على موضوع     " للمساواة بين الجنسين لدى المعلمين".
