QUARTERLY REGIONAL HUMANITARIAN FUNDING UPDATE

3rd QUARTER

JULY – SEPTEMBER 2009

The Regional Humanitarian Funding Update provides a quarterly overview of funding levels and trends in the countries of the Middle East, North Africa and Central Asia region, mainly based on data reported to the Financial Tracking Service (FTS).

The FTS is a global, real-time database that records all reported international humantiarian aid, including that for UN Agencies, NGOs, the Red Cross/Red Crescent Movement, bilateral aid, in-kind aid, and private donations. All FTS data are provided by donors or recipient organisations. Reporting is easy and it provides visibility for everyone. More importantly, a well defined picture of needs and gaps contributes to a more coordinated approach to humanitarian assistance and helps to identify where funding gaps exist.

Central Emergency Response Fund (CERF): January – September 2009

  • The Central Emergency Response Fund (CERF) is a stand-by fund established by the United Nations in 2006 to enable more timely and effective assistance to those affected by natural disasters and armed conflicts.

  • As of 30 September 2009, the CERF provided more than US$247 million in 2009, over US$32 million (13%) of which was given to countries in the MENACA region. The majority of this money went towards projects in the following sectors: Shelter and NFI (23%), Food (22%), Health (17%) and Water & Sanitation (17%). The occupied Palestinian territory has been the largest recipient of CERF funding in the region so far in 2009 (US$9.4 million), closely followed by Pakistan (US$8.9 million). At the end of September 2009, CERF granted US$1.3 million to Algeria through the Under-Funded Emergencies window for projects in the Water & Sanitation, Health and Education sectors.
