Updated Statement on UNDP/PAPP

12 August 2016 – UNDP has zero tolerance for wrongdoing in its programmes and projects and is committed to the highest standards of transparency and accountability.
UNDP has undertaken a review to examine the facts related to statements contained in Mr. Al Bursh’s charge sheet.
UNDP has established that the rubble in question was transported to its destination according to written instructions from the Ministry of Public Works and Housing of the Palestinian Authority as to where it should be placed.
UNDP followed those instructions, as it does for all rubble that is transported as part of the project concerned, and the rubble was delivered by UNDP to the Ministry of Public Works and Housing of the Palestinian Authority in the established location.
There was no diversion of rubble from its designated location to Hamas. The rubble was delivered by UNDP in coordination with the Palestinian Authority to a civilian area. There were no signs of Hamas presence in that area at the time.
UNDP has full documentation on the process flow, the instructions and transportation of the rubble.
UNDP cannot, at this stage, comment on other allegations in the charge sheet, or on those in an Israel Ministry of Foreign Affairs press release dated 9 August, until we are able to examine the evidence related to them.
UNDP has twice requested access to Mr. Al Bursh to verify his fair treatment whilst in detention. At this time, such access has not been granted.
UNDP reiterates that it is cooperating fully with the relevant authorities on this matter.
