In Hebron’s area town of Beit Ummar, clashes broke out between Palestinian locals and Israeli forces. Four people were injured and many others suffocated due to tear gas inhalation. In Surif northwest of Hebron, clashes left two Palestinians injured with live and rubber-coated bullets and several others suffocated. In Tulkarm, two Palestinians were injured with rubber rounds, while dozens others suffered from tear gas suffocation as Israeli forces suppressed a peaceful rally. Palestinian Prime Minister Rami Hamdallah called for Palestinian security forces to be allowed to patrol in the Al-Shuhada Street and Tel Rumeida areas of Hebron in order to provide “security and protection” for Palestinians against Israeli settler assaults. (Ma ‘an News Agency)

Israeli army forces fired tear gas canisters inside Palestinian homes in the Aida refugee camp, north of Bethlehem, setting one house on fire and injuring members of another family. The Palestinian Red Crescent said that around 30 Palestinians, including children, suffered from suffocation. (WAFA)

Israeli Deputy Foreign Minister Tzipi Hotovely denounced an EU proposal to label products from Israeli settlements, saying it would damage the peace process with the Palestinians. An EU decision on whether to require labelling on all products imported from Israeli settlements in the occupied West Bank, East Jerusalem and Golan Heights is expected next week, media reported. Israeli police attempted to raid several schools in Ras al-Amud in East Jerusalem, but failed to do so as they were confronted by the schools’ administrative staff. Police also summoned a school’s principal in Ras al-Amud to appear for interrogation. (WAFA)

Israeli authorities closed the Al-Jalameh checkpoint, which separates the West Bank from Israel, denying Palestinian workers passage through the checkpoint, according to witnesses. Israeli forces enlarged the checkpoint and installed an additional security gate on Palestinian-owned land seized from Al-Jalameh residents. (WAFA)

Israeli soldiers beat a 77-year-old Palestinian at the entrance of Beit Ummar town, north of Hebron, after he asked them why his grandson had been detained. The soldiers then pepper sprayed both of them. (JMEMC)

The Palestinian Prisoners Society reported that Israeli soldiers have arrested 32 Palestinians in the West Bank and East Jerusalem. (JmEmc)

EU Ambassador to Israel Lars Faaborg-Andersen said, “The EU position is that we do not recognize Israeli authority beyond the Green Line. It is not part of Israel. It is not part of what we understand to be Israel’s international recognized borders. For that reason we cannot agree that products that come from settlements beyond the Green Line are labelled ‘made in Israel’. (The Jerusalem Post)

The Palestinian Government announced a series of moves to support Palestinians in Hebron, including the launch of 20 projects in the fields of education, health and infrastructure at a cost of $7 million The decisions come amid criticism that the Government has not been doing enough to support Hebron’s residents, especially in light of the IDF’s recent security measures and settler “provocations”. The EU contributed approximately €19 1 million to the payment of October salaries and pensions of over 67,000 Palestinian civil servants and pensioners in the West Bank and the Gaza Strip. (WAFA)

Israeli police declared the neighbourhood of Ras al-Jabal in Jerusalem a closed military zone, and forced owners of commercial shops to lock them up, according to local sources. The Wadi Hilweh Information Center reported that Israel’s closure of the area also hindered the movement of workers, merchants, civil employees and students in the area in the morning, provoking clashes between Israeli police and youths. Police used stun grenades, teargas and toxic gas canisters to disperse the protesting students and youths, causing multiple cases of suffocation among minor students due to teargas inhalation. Israeli forces informed the family of a Palestinian prisoner incarcerated in an Israeli jail about their intention to demolish their home located in the village of Beita, south of Nablus, according to local sources. The Palestinian prisoner had been stabbed and injured by Israeli settlers on 25 October outside the illegal settlement of “Ariel” in the central West Bank. Hours after the incident, Israeli forces detained him, claiming he had attempted to carry out a stabbing attack in the settlement before the incident. (WAFA)

The Supreme Court extended the demolition order of a settlement synagogue compound by two weeks, as hundreds of settlers barricaded themselves inside the structure in “Givat Ze’ev”. (Times of Israel)

The PA removed a steel door which a group of settlers installed inside the site of Joseph’s Tomb in Nablus, the governor of Nablus said. He highlighted that the PA had been refurbishing Joseph’s Tomb to repair damage caused by young Palestinians who hurled Molotov cocktails last month. (Ma’an News Agency)

The Israeli Ambassador to the UN Danny Danon rejected Palestinian allegations that Israel had harvested organs from Palestinians its forces had killed, condemning the charges as “anti-Semitic.” (The Jerusalem Post)

Roadblocks will be removed from the main entrances to several East Jerusalem neighbourhoods, police announced, following a relative restoration of security in Jerusalem. (The Jerusalem Post)

President Abbas said that Israel must restore the status quo that prevailed on the Al-Haram Al-Sharif (Temple Mount) before the year 2000, during a PLO Executive Committee meeting in Ramallah. Judges at the International Criminal Court reiterated that the court’s prosecutor has to reconsider her decision not to investigate the storming by Israel of an aid flotilla heading to Gaza. The decision means Prosecutor Fatou Bensouda will now have to look at the politically charged case again and decide whether to open a full investigation, which could potentially lead to charges against Israelis involved in the storming. Speaking in Washington D.C. at a think tank “Center for American Progress”, Prime Minister Netanyahu said, “Any deal, or any arrangement, unilateral or negotiated, must have Israel maintain the ability to defend itself by itself against threat, including from territories that are ceded. That’s the most important provision. That is something that I don’t see the Palestinians accepting now”. (The Times of Israel)

The Palestinian Foreign Ministry condemned the Israeli Government’s decision to approve the building approve the building of 2,200 new housing units in two settlements near Ramallah and the recognition of two illegal outposts. The Ministry’s statement called on the Quartet and the UN Security Council to “assume their responsibilities and rein in the Israeli government’s policies”. (Middle East Monitor)

President Abbas decided to refer the case of 13-year-old Palestinian detainee Ahmad Manasra to the ICC, a move that came after leaked video footage showed Manasra being verbally abused as Israeli interrogators obtained confessions from the minor. A Presidential spokesperson stated that the video demonstrated grave violations of international law, including human rights law and particularly the Convention on the Rights of the Child. (WAFA)

During a meeting of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, Permanent Observer of the State of Palestine to the UN Riyad Mansour said that in the most recent uprising, which began in October, the Palestinian people had lost 80 “martyrs”, all civilians and a large number of them women and children. The European Commission adopted an interpretative notice on the indication of origin of goods from the territories occupied by Israel since June 1967. The notice states, “For products from the West Bank or the Golan Heights that originates from settlements, an indication limited to “product from the Golan Heights” or ‘product from the West Bank’ would not be acceptable. … In such cases the expression ‘Israeli settlement’ or equivalent needs to be added, in brackets, for example. A delegation from Jordan’s Religious Affairs Ministry and the Waqf arrived in Jerusalem ahead of the planned installation of cameras on the Temple Mount/Al-Haram al-Sharif. The delegation, which includes technicians and other professionals, is preparing a plan to determine where the cameras will be installed, although none will be placed inside the mosques themselves. The High Court of Justice approved the demolition of the homes of five Palestinians accused of terrorist attacks and rejected one demolition. Israel’s political echelon had applied significant pressure on the court to approve the demolitions. The court approved most of the demolitions, as it had done in most cases in the past, accepting the state’s argument that the demolitions deter future attackers and are necessary to address the current wave of terrorism. The International Criminal Court Prosecutor’s Office released its annual report, including its first preliminary report regarding alleged war crimes committed by Israelis and Palestinians since June 2014. Its greatest focus is on Operation Protective Edge in July-August 2014. The preliminary report, which states that Israel has been formally cooperating since 9 July, indicates that Hamas rocket attacks on Israel could be claimed as potential war crimes. The report noted Hamas’ rocket attacks on Israel in framing Israel’s blockade of the Gaza Strip, though it did not explicitly state a position on the legality of the blockade. The report reiterated the prosecutor’s position that “Palestine is a state for ICC purposes,” and did note many potential Israeli war crimes. It cited statements that “IDF attacks were allegedly directed against civilian residential buildings… UN facilities, hospitals, paramedics and ambulances” as well as that the military allegedly undertook “indiscriminate attacks” in the urban Gaza setting. The UN Committee on the Exercise of the Inalienable Rights of the Palestinian People observed the International Day of Solidarity with the Palestinian People. Speaking at the special meeting of the committee, Amb. Desra Percaya (Indonesia), Vice-Chair of the Committee, underlined the significance of 29 November. On that day in 1947, the United Nations General Assembly had adopted resolution 181, also referred to as the “partition resolution”, which provided for the establishment in Palestine of both a “Jewish State” and an “Arab State”. He pointed out that that day was a symbolic one not only for Palestinians but also for the Israeli people, as the same resolution led to the birth of their State the following year. However, the State of Palestine was now occupied, being denied the same rights the State of Israel enjoyed, including the right to self-determination and the right to national independence and sovereignty.

Amb. of Palestine Riyad Mansour, speaking on behalf of President Mahmoud Abbas, said that while the Day of Solidarity would come two months after the raising of Palestine’s flag at the United Nations Headquarters, resolutions adopted by the General Assembly, Security Council and other bodies still remained unfulfilled. The international powers must stop selective and biased policies in applying justice and desist from “equating the victim with the executioner”.

Deputy Secretary-General Jan Eliasson, speaking on behalf of Secretary-General Ban Ki-moon, said that settlements and settler violence, including punitive demolitions, continued. That ran contrary to Israel’s stated intention to pursue a two-State solution. Israeli Prime Minister Netanyahu’s repeated assurances that he had no intention to change the status quo at Al-Haram Al-Sharif should be followed by action.

Similarly, Mogens Lykketoft (Denmark), General Assembly President, and Matthew Rycroft (United Kingdom), Security Council President for November, also voiced concern about the lack of progress and called for new momentum to find a lasting solution to the Israeli-Palestinian conflict. Recalling the flag of the State of Palestine being raised at Headquarters in New York, Mr. Lykketoft said, “Simply put, the Palestinian people had waited too long.”

Amrith Rohan Perera (Sri Lanka), Chair of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories, said that during his Committee’s mission to Amman in August 2015, it had been seriously disturbed by the situation of human rights in the Occupied Territories as evidenced by the testimonies from civil society representatives, victims and witnesses of Israeli violations, as well as by Palestinian and United Nations officials. Some key concerns included excessive use of force by Israeli security forces, and corporate involvement in the settlements and the exploitation of natural resources.

Speaking on behalf of civil society, Brad Parker, of the Defence for Children International Palestine, said that instability and violence defined Palestinian children’s lives as Israeli settlers operated with increasing impunity and the military targeted them with live ammunition to quash protests. Each year, around 700 children were arrested and prosecuted in the West Bank, the majority charged with throwing stones. Children were reporting that Israeli interrogators used solitary confinement among other measures to coerce confessions. International juvenile justice standards demanded that children should only be deprived of liberty as a measure of last resort. Yet, despite those obligations, Israeli authorities failed to comply with international law. (United Nations)

During the visit of US Secretary of State Kerry, Israeli Prime Minister Benjamin Netanyahu is expected to demand that the U.S. administration accept construction in the large settlement blocs in return for a package of measures that Israel would implement in the West Bank. In return, Israel is prepared to take steps in the West Bank in order to stabilize the security situation, including economic benefits for Palestinians and advancing Palestinian infrastructure and construction projects. However, the US wants Israel to take steps that will demonstrate its commitment to the establishment of a Palestinian state, and that will signal a change on the ground from a one-state reality to a two-state reality. An example of what the Americans are looking for would be increasing the powers accorded the Palestinian Authority, particularly in Area C. These areas, which constitute the main land reserves in the West Bank, are now under total Israeli control. (Haaretz)
