HEALTH CONDITIONS OF THE ARAB POPULATION IN
THE OCCUPIED ARAB TERRITORIES, INCLUDING PALESTINE
Special Committee of Experts
1. The Assembly will recall resolution WA39.10 which, in its operative paragraph 4, affirmed the need for the Special Committee of Experts "to continue its mission and to submit its report to the Fortieth World Health Assembly".
2. On 7 January 1987 the Director-General, on behalf of the Special Committee, requested the Government of Israel to grant the facilities required to enable the Committee to visit the territories in 1987.
3. By letter of 14 January 1987 the Government informed the Director-General that " as the mandate and activities of this Committee are based on resolution WHA39.10, the Government of
Israel will not cooperate with the Committee in any way".
4. The exchange of correspondence referred to above is annexed to this document.

The Permanent Representative of Israel to the United Nations Office and the International organizations at Geneva presents its compliments to the Director-General of the World Health Organization and has the honor to refer to his note EE11/83/4 of 7th January 1987 concerning the so-called "Special Committee of Experts".
The Government of Israel regards resolution WHA 39.10 as being politically motivated and unconstitutional and has stated this position amply on previous occasions. As the mandate and activities of this Committee are based on resolution WHA 39.10, the Government of Israel will not cooperate with the Committee in any way.
The permanent Representative of Israel takes this opportunity to renew to the Director-General of the World Health 0rganization the assurances of his highest consideration.

The Director-General of the World Health Organization, acting on behalf of the Special Committee of Experts, presents his compliments to the Ambassador of Israel to the United Nations Office and the International organizations at Geneva and has the honor to transmit to the Government of Israel the following request;
The Special Committee would appreciate receiving from the Government the appropriate facilities in order to enable it to visit the territories in 1987, as was the case in 1985 and previous years.
Arrangements could, if necessary, be made for a member of the Special Committee to meet representatives of the Government to discuss details of such a visit.
The Special Committee would also appreciate receiving any documents related to the health situation in the territories.
The Director-General takes this opportunity to renew to the Ambassador the assurance of his highest consideration.
