  Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.

  The Security Council resumed its consideration of the item at its 5028th meeting, held on 2 September 2004 in accordance with the understanding reached in its prior consultations.

  The President, with the consent of the Council, invited the representative of Lebanon, at his request, to participate in the discussion without the right to vote.

  The President drew attention to a draft resolution (S/2004/707) which had been submitted by France, Germany, the United Kingdom of Great Britain and Northern Ireland and the United States of America.

  The Security Council proceeded to vote on draft resolution S/2004/707, which received nine votes in favour (Angola, Benin, Chile, France, Germany, Romania, Spain, the United Kingdom of Great Britain and Northern Ireland and the United States of America) and none against, with six abstentions (Algeria, Brazil, China, Pakistan, the Philippines and the Russian Federation), and was adopted as resolution 1559 (2004) (for the text, see S/RES/1559 (2004); to be issued in Official Records of the Security Council, Resolutions and Decisions of the Security Council, 1 August 2004-31 July 2005 ).
