Letter dated 2 November 2000 from the Permanent Representative
of Lebanon to the United Nations addressed to the Secretary-General
On instructions from my Government, and in the light of your interim report on the United Nations Interim Force in Lebanon (UNIFIL), especially paragraph 18 thereof, which you submitted to the Security Council in document S/2000/1049 on 31 October 2000, I have the honour to transmit to you a list of the persistent Israeli violations of Lebanon’s international boundaries, exemplified in particular by the continued overflight of Lebanese territory by Israeli military aircraft and the breaking of the sound barrier, particularly over the capital, Beirut.
These Israeli breaches constitute a violation of Security Council resolution 425 (1978), which calls upon Israel to withdraw its forces from all Lebanese territory. This includes Lebanon’s airspace and its territorial waters, as affirmed in paragraph 21 (a) of your report on the implementation of Security Council resolutions 425 (1978) and 426 (1978) (S/2000/460) of 22 May 2000, which was endorsed by the Security Council in the presidential statement issued on 23 May 2000.
Israel’s continuation of its violations threatens stability in the region of South Lebanon and may produce repercussions for which Israel alone will bear the responsibility. Lebanon therefore calls upon the Secretary-General to take the necessary measures to bring an end to these ongoing provocative Israeli violations against Lebanon.
