THE SITUATION IN THE MIDDLE EAST
Letter dated 2 October 1995 from the Permanent
Representative of Lebanon to the United Nations
addressed to the Secretary-General
On instructions from my Government and further to our earlier letters concerning Israeli practices and repeated Israeli attacks in Southern Lebanon and the western Bekaa, I have the honour to inform you of a series of Israeli attacks that occurred during the first half of September 1995:
1 September 1995
Israeli forces shelled areas outside Kafr Tibnit, Nabatiyah al-Fawqa, Zawtar al-Sharqiyah and Zawtar al-Gharbiyah.
2 September 1995
Israeli forces shelled the area outside Jba` and the outskirts of Maydun.
3 September 1995
Israeli forces shelled areas outside Majdal Silm and Jumayjimah.
Israeli military aircraft overflew the areas of Nabatiya and Na`imah and dropped heat balloons.
4 September 1995
Israeli forces shelled areas outside Kafr Rumman, Nabatiya al-Fawqa, Arabsalim, Humin al-Fawqa, the course of the Zahrani River and the Iqlim al-Tuffah district.
5 September 1995
Israeli military aircraft overflew the Iqlim al-Tuffah district.
6 September 1995
Israeli forces shelled areas outside Arabsalim, Jarju`, Ayn Bu Siwar, the Mlita hills, Jabal Safi, Jba` and Ayn Qana, with the result that a house in Jba` was damaged and 7,000 square metres of fruit trees were burned outside Jba` and Ayn Qana.
Israeli forces proceeded to raze a house in the town of Rayhan for the purpose of building barricades to fortify their positions.
7 September 1995
Israeli forces shelled the periphery of Mashgharah and areas outside the town of Humin al-Fawqa, Arabsalim and Jarju`.
Israeli military aircraft overflew the districts of Nabatiya, Tibnin, Iqlim al-Tuffah and Sidon as well as the camps located there, breaking the sound barrier and carrying out mock attacks.
9 September 1995
Israeli forces shelled areas outside Tibnin, Bra`shit, Shaqra, Ayta al-Jabal and Haris.
10 September 1995
Israeli forces shelled Tibnin, Bra`shit, Haddatha, Haris, Ayta al-Jabal and Shaqra.
Israeli military aircraft overflew the districts of Nabatiya and Iqlim al-Tuffah, carrying out mock attacks.
11 September 1995
Israeli forces on two occasions shelled areas outside Tibnin, Bra`shit, Haddatha, Haris, Shaqra, Ayta al-Jabal, Ghanduriyah, Frun, Qallawiyah, Kafra, Yatar, Majdal Silm, Khirbat Silm, Tulin, Qabrikha and Sawwanah, with the result that one girl was wounded and one woman suffered a nervous breakdown.
Israeli military aircraft overflew the districts of Nabatiya, Tyre and the western Bekaa, breaking the sound barrier and carrying out a number of mock attacks.
Israeli helicopters combed the wadis and thickets around Bra`shit, Shaqra, Majdal Silm, Qabrikha, Tulin, Tibnin, Sawwanah, Khirbat Silm, Kafra and Yatar.
13 September 1995
Israeli forces shelled areas outside Tibnin, Ayta al-Jabal, Haddatha, Haris, Jarju`, Arabsalim, Ayn Bu Siwar and the Jabal Safi and Mlita hills.
14 September 1995
Israeli military aircraft overflew the Alayh district.
Israeli forces shelled areas outside Qabrikha, Tulin and Majdal Silm.
15 September 1995
Fire broke out in Matn, outside the town of Kafr Uqab, as a result of the dropping of heat balloons by Israeli military aircraft.
17 September 1995
Israeli forces shelled areas outside Kafra, Yatar, Haris, Haddatha, Ayta al-Jabal and Tibnin.
The Lebanese Government strongly condemns the repeated Israeli attacks, which have brought enormous damage to property. It further condemns in the strongest terms the arbitrary practices against civilians that have prevented them from cultivating their fields, pursuing their occupations and earning their livelihoods.
Like previous attacks, this new series constitutes flagrant aggression against the sovereignty and independence of Lebanon and represents another flagrant violation of international law and fundamental human rights.
The continued violence is ultimately due to Israel's maintenance of its occupation and its refusal to comply with Security Council resolution 425 (1978), which calls for Israel's withdrawal to the internationally recognized boundaries and for the Lebanese Government to be allowed to extend its authority over all its territory by means of its legally constituted forces.
